ROME (Reuters) – Italian customs officers seized more than 8,000 Kalashnikov assault rifles and other weapons on a ship headed to the United States, officials said Tuesday. The arms, worth about $7.15 million, were discovered aboard a ship arriving from Romania that pulled into the southern Italian port of Gioia Tauro on its way to the United States, Italy’s customs said in a statement. According to the travel documents, the arms belong to a large U.S. company with headquarters in the state of Georgia.
“We know that the destination was North America, but we don’t effectively know if that’s where the arms were going,” a customs official told RAI state television.
The arms were found inside three containers during a routine customs check earlier this week. They were confiscated due to discrepancies in the customs forms, but the news was only made public Tuesday.
The customs office said the weapons had been described as “common guns” instead of assault rifles and longer-range combat arms in the travel documentation. ($1-.8390 Euro)

ZIUA du samedi reprend, sous le titre « le commandant joueur », les accusations formulées dans un article paru le 1-er juin 2000 dans ROMANIA LIBERA, mettant en cause Traian BASESCU en sa qualité de commandant d’un navire roumain qui aurait provoqué pendant l’hiver 1981/1982 un grand incendie dans le port de Rouen, sur la Seine. L’article, citant les déclarations de M. Basescu, l’accuse d’avoir été le responsable de cet incendie et d‘avoir induit en erreur les autorités françaises afin de les empêcher de prouver la culpabilité du navire roumain qu’il dirigeait.

Traian Băsescu nu a minţit afirmând că, în 1981, petrolierul “Argeş” pe care îl comanda a stat la originea unui puternic incendiu, care a distrus numeroase nave din Portul Rouen. Nu a minţit nici că a reuşit să păcălească organele de anchetă franceze, scăpând de acuzare şi de plata unor importante daune. Stau dovadă faptele consemnate în arhivele franceze, pe care reporterii noştri le-au descoperit la faţa locului, la 27 de ani de la producerea incendiului.

Traian Băsescu nu a minţit afirmând că, în 1981, petrolierul “Argeş” pe care îl comanda a stat la originea unui puternic incendiu care a distrus numeroase nave din Portul Rouen. Nu a minţit nici că a reuşit să păcălească organele de anchetă franceze, scăpând de acuzare şi de plata unor importante daune. Stau dovadă faptele consemnate în arhivele franceze.

Într-un exces de sinceritate, Traian Băsescu mărturisea în 1999, la televizor, o ispravă marinărească. Povestea cum a păcălit autorităţile franceze şi a scăpat basma curată după ce o defecţiune tehnică a navei sale a pus în pericol Portul francez Rouen, generând un incendiu care a afectat 38 de nave. La începutul acestui an, colegul nostru Andrei Bădin a făcut pe arheologul şi i-a reuşit. A “pescuit” din memoria videocasetelor poznaşa istorisire din vremea ministeriatului lui Băsescu la Transporturi şi a restituit-o actualităţii, publicând-o în Jurnalul Naţional în numărul din 30 ianuarie. Nouă ne-a rămas să verificăm dacă întâmplarea povestită de prezident are şi corespondent în realitate. Să mergem aşadar la faţa locului (pentru că în bazele de date disponibile online nu am găsit nici o referinţă) şi să găsim urmele faptelor descrise de Băsescu.

Paris – Normandie, 11 septembrie 1981. Este anunţat evenimentul;
ARHEOLOGIE ÎN BIBLIOTECÅ. Birocraţia franceză este faimoasă în Europa. Auzisem de ea, însă recunosc că m-a cam blocat când ne-am întâlnit nas în nas. Pe terenul ei. La Rouen în port. Îţi atârni legitimaţia de gât şi te înscrii la cuvânt, în faţa unor oameni binevoitori şi politicoşi. Le spui că vrei să găseşti în arhive cutare şi cutare lucru (întâmplat cam pe când dumnealor cochetau cu biberonul) şi eşti răsplătit cu un ooo aprobator şi invitat de îndată să-ţi faci o programare prin mail, peste o săptămână-două-trei. Dar tu n-ai timp şi vrei să arzi nişte etape ce nu pot fi arse defel. Atunci, interlocutorii cei binevoitori te trimit, cu bune recomandări, la o altă instituţie, unde, fără îndoială, lucrurile se mişcă mai rapid. Aşa se face că m-am făcut minge de ping-pong între Căpitănia Portului, Administraţia Portului Autonom, Prefectura Senei Maritime şi alte câteva instituţii pe care nu vă voi plictisi prezentându-vi-le. Nu de alta, dar nu v-ar fi de nici un folos, cum nu mi-au fost nici mie. Politeţea ce mi-a fost arătată de absolut toată lumea mă face să-mi înghit orice remarcă neprincipială despre diversele stări de agregare a birocraţiei pe malurile Senei. E suficient să vă spun că am ales în cele din urmă drumul care a ocolit aprobările de principiu şi programările în audienţă: consultarea arhivelor publice.

Faimoasa Bibliotecă Villon in Rouen ascunde manuscrise vechi de secole. Are şi o impresionantă arhivă de microfilme. Presa anilor 1981-1982, unde puteam găsi detalii despre întâmplarea care a înflăcărat la propriu fluviul, nu era disponibilă consultării. Mai tânăra Bibliotecă Saint Sever suferea de un neajuns similar. Biblioteca Primăriei din Rouen avea însă ziare din abundenţă. Am căutat mai întâi perioada amintită de Traian Băsescu în interviu: iarna 1981-1982. Dezamăgire. Prima zi de consultare a arhivei mi-a adus în memorie evenimentele fierbinţi ale acelor ani, pe care le mai citisem cândva în Lumea, Scînteia şi chiar le văzusem la telejurnal: lansarea primei navete spaţiale, atentatul asupra Papei Ioan Paul al II-lea, criza poloneză “Solidaritatea”, războiul Malvinelor, răpirea tatălui lui Julio Iglesias. Despre incendiul din Portul Rouen, nimic. În cea de-a doua zi, şoarecele de bibliotecă municipală care scrie aceste rânduri a fost cotropit de satisfacţie, găsind în cotidianul regional Paris-Normandie (publicaţie redutabilă şi în ziua de azi) confirmarea dezvăluirilor actualului prezident.

Ediţia din 11 septembrie 1981 titrează pe prima pagină: “Dramă evitată lângă Rouen”. Citesc că, în dimineaţa zilei precedente, pe la 8 jumătate, în aval de Rouen, în dreptul rafinăriei Shell, fluviul Sena a luat foc în mod inexplicabil şi terifiant. O uriaşă pată de combustibil uşor, “nafta”, s-a aprins instantaneu. A devorat câteva împingătoare şi barje, a alarmat pompierii din patru localităţi riverane. A produs o panică de nedescris în port. Trei oameni – pilotul unei nave, soţia sa şi copilul lor – au fost la un pas de-a muri arşi de vii. Ei au fost salvaţi miraculos de un macaragiu, care a manevrat macaraua aflată pe mal şi i-a cules pe cei trei de pe puntea vasului care ardea. Articolul semnat de ziaristul François Henriot semnala şi primele suspiciuni ale anchetatorilor referitoare la cauza incendiului. Poliţia suspecta nava română “Argeş”, petrolier al companiei Navrom, că a stat la originea deversării de combustibil uşor. A doua zi, Paris Normandie avea să revină cu o notiţă: Instalaţiile rafinăriei Shell s-au dovedit a nu fi stat la originea acestei scurgeri de produse petroliere aromatice. În schimb, o testare a circuitului de pompare de pe nava “Argeş” a întărit suspiciunile că petrolierul românesc ar fi suferit o defecţiune ce ar fi putut produce deversarea de combustibil în apele Senei.

Epava împingătorului Elbiod, mistuit de flăcări
MARTOR OCULAR. Asta e tot ce a scris presa franceză despre acest eveniment. Pentru că nu au existat victime omeneşti, presa şi opinia publică au lăsat autorităţile să ancheteze în tihnă incidentul. Jurnalistul care a relatat incendiul de pe Sena, François Henriot, este azi ofiţerul de presă al Portului Rouen. I-am telefonat. Era în vacanţă. Ne-a confirmat că incendiul de pe Sena, despre care scrisese în urmă cu 27 de ani, a rămas şi până azi un mister pentru el. “Venise la putere Mitterrand, mi-a spus Henriot, la putere se instalaseră socialiştii, iar comunicarea autorităţilor cu mass-media începuse să se înrăutăţească. A fost o perioadă de mai slabă transparenţă faţă de presă.” I-am cerut fostului ziarist să ne povestească în faţa camerei de filmat ce îşi aminteşte despre întâmplarea căreia îi fusese martor, însă ne-a spus că, în calitatea sa actuală, ar avea nevoie de multe aprobări pentru a acorda un interviu.

În aceste condiţii, nu putem decât să-i dăm crezare lui Traian Băsescu faţă de tot ce a urmat. Cu nişte mici amendamente: întâmplarea povestită de el nu era iarna, ci la începutul toamnei, n-au fost implicate în incendiu atât de multe vase cât a zis, ci mai puţine, şi trei oameni au fost la un pas să-şi piardă viaţa în acele împrejurări îngrozitoare. În rest, nu putem decât să fim de acord că organele de anchetă franceze, portuare şi judiciare, au fost păcălite aşa cum domnia sa a relatat. Că pagubele produse de distrugerea împingătoarelor Capitole şi Elbiod, a barjelor acestora, de avarierea cargoului Eleistria, a petrolierului Argeş şi a altor câteva nave nu au mai fost plătite de nimeni, pentru că vinovaţii nu au fost nici acuzaţi, nici condamnaţi.

Acest episod, care vorbeşte despre şmecheria dâmboviţeană a comandantului de vas Traian Băsescu, nu figurează în “mapa profesională” a acestuia, pentru simplul motiv că aceasta nu mai există. Statul român trebuie să îi fi fost recunoscător căpitanului, pentru că l-a scutit de plata despăgubirilor estimate atunci la 12 milioane de dolari. Cum avea să mărturisească domnia sa, organelor de Securitate le-a explicat ce s-a întâmplat. A explicat şi armatorului, Navrom. Nici Securitatea, nici Navrom nu s-au supărat de această probă de destoinicie a comandantului român, căruia avea să i se încredinţeze ulterior cârma unor nave încă mai importante decât “Argeş”. Mai ştim că, după acest incident, regulamentele privind acţiunea împotriva incendiilor în Portul Rouen au fost sever modificate. Iar companiile de asigurare a navelor distruse au înghiţit în sec şi au înregistrat la finele anului un deficit în buget.

Dramă evitată

Articolul de fond: cum au fost salvaţi ca prin minune cei trei oameni de pe Elbiod;
“O limbă de foc”. “Un torent de flăcări”. Mărturiile concordă: timp de câteva minute infernal de lungi, Sena a ars ieri-dimineaţă în aval de Rouen către Grand Couronne. Împinsă de maree şi curent, o pânză de hidrocarburi uşoare – benzină sau produşi aromatici – s-a aprins pe mai multe sute de metri, urcând cu viteza unui cal în galop spre marea rafinărie Shell… Câteva secunde, un adevărat zid de flăcări a străbătut fluviul: la Val de La Haye, pe malul drept, în faţa rafinăriei, un ponton de lemn a fost şi el prăjit de valul incandescent. Urmările acestui neaşteptat fulger nu au fost prea grave: mai multe barje şi două vapoare au fost atinse, doar două împingătoare au fost distruse în întregime. Ocupanţii unuia dintre acestea au scăpat de la moarte doar graţie prezenţei de spirit a unui macaragiu. Flăcările au mai lins coca unui petrolier, amarat lângă rezervoarele Shell.

Pe la ora 8:30, focul a luat naştere în preajma cargoului grec Eleistria, de 14.000 de tone, încărcat cu făină, şi lung de 150 de metri. O scânteie sau un muc de ţigară, şi iadul s-a coborât pe Sena. Atmosfera era încărcată de vapori de hidrocarburi în acea dimineaţă, zic martorii. Flama a luat-o pe râu în sus, spre rafinăria Shell. Un împingător al Uniunii normande, Elbiot, precum şi barjele autopropulsate Sare şi Adour, încărcate de fosfo-gyps, au fost încercuite de flăcări. Cu mai bine de 40 de kilometri pe oră, focul se propaga pe suprafaţa apei. Un al doilea împingător, Capitol, proprietatea armatorului Marcel Rolland, şi cele trei barje ale sale, Arthur, Didier şi Languedoc, au fost şi ele prinse în capcană.

Capitol se afla nu departe de o macara de pe mal. Macaragiul le-a salvat viaţa celor aflaţi pe vas în acel moment. “Eram prizonieri. Nu puteam face nimic”, povesteşte Georgette Meresse, de 28 ani, soţia lui Richard, pilotul Capitolului. “Richard a văzut flacăra, mi-a strigat să iau băieţelul şi să ies pe punte.” Richard, Georgette şi micul Jerome au fost văzuţi de macaragiu. Acesta a coborât cupa şi i-a cules pe oamenii aflaţi în primejdie, depunându-i apoi, în siguranţă, pe mal. “Era singura cale de a fi salvaţi”, recunoaşte Georgette. Altfel am fi ars de vii.”

O ADEVÅRATÅ BOMBÅ. “Cu o viteză de neimaginat, povesteşte un alt martor, limba de foc s-a îndreptat spre rafinărie. Flăcările au lins coca petrolierului «Argeş», aparţinând companiei române Navrom. Vasul, cu o capacitate de 36.150 de tone şi lungimea de 190 de metri, descărcase hidrocarburi aromatice. Rezervoarele sale erau, aşadar, pline de gaz. Iar Capitole, care ardea, a lovit coca acestei adevărate bombe plutitoare… La Shell s-a sunat alarma. Pompierii au sărit la tunurile de apă. De la Rouen, Gran-Couronne, Grand-Quevily, Canteleu, Moulineaux au sosit vehicule de pompieri. Vaporul-pompier al Portului autonom Rouen s-a îndreptat şi el spre zona incendiului. 70 de pompieri, conduşi de locotenent- colonelul Louvet, au luptat cu focul, folosind tunuri şi spumă. Aşa se face că pagubele au fost limitate. Spre ora 9, toate focarele au fost stăpânite. E drept, Capitole şi Elbiod au fost distruse complet, însă cargoul grec şi petrolierul român n-au avut decât puţin de suferit.”

NICI O ANOMALIE LA SHELL. “Ancheta deschisă de Poliţia din Rouen încă de la începutul acestui foarte grav accident va încerca să determine mai întâi originea teribilei pânze de combustibil. Să se fi rupt vreo ţeavă la Shell? Nu a fost făcută, se pare, nici o constatare în acest sens. Reprezentanţii rafinăriei au declarat ieri după-amiază că, imediat după declanşarea alarmei, toate echipamentele au fost verificate, însă nimic anormal nu a fost constatat. Anchetatorii încearcă acum să stabilească dacă nu cumva s-a efectuat vreo manevră greşită în timpul procesului de descărcare a petrolierului companiei Navrom.” (Paris – Normandie, 11 septembrie 1981)

Posibilă scurgere la petrolierul român

“După ce au stabilit că nu există indicii de ruptură la conductele rafinăriei Shell, serviciile poliţieneşti însărcinate cu ancheta au orientat cercetările, aşa cum scriam încă de ieri, asupra petrolierului român de 36.000 tone «Argeş», care a livrat hidrocarburi uşoare la Shell. Ieri-dimineaţă au avut loc testări ale circuitului de pompare pe «Argeş». A fost observată o scurgere de lichid în Sena. Aceasta e posibil să fie originea peliculei explozive de joi dimineaţă. Ancheta nu este însă închisă. Orice ar fi fost, lumea din zonă o să-şi amintească mult timp de râurile de foc şi de miraculoasa salvare a familiei pilotului de pe Capitole de macaragiul Georges Deboute.”

“Când eram comandant pe «Argeş», la trei luni de când îmi obţinusem brevetul de comandant, am luat foc în Portul Rouen, nu numai eu, 38 de nave au fost în incendiul din Rouen, în Franţa. Nava suspectată că a generat poluarea, care a făcut ca tot bazinul Portului Rouen şi Sena să fie tot o flacără pe o întindere de 3 km, a fost nava mea, pentru că era nava cea mai mare din zonă şi descărcam nafta în dana rafinăriei «Sholfrancaise». Am stat acolo 28 de zile în anchetă. Legislaţia franceză funcţiona corect. Adică nu trebuia să dovedesc eu că nu s-a produs poluarea de la mine, ci autorităţile franceze trebuiau să dovedească că s-a produs poluarea de la mine. În cele 28 de zile m-am prezentat şi la tribunal, am fost şi în ancheta organelor de justiţie franceze şi, după 28 de zile, instanţa s-a pronunţat că nu poate fi probată vina navei «Argeş». Am plecat, dar au rămas un litigiu, o acuzaţie la adresa navei de circa 12 milioane de dolari, o cerere de daune… A fost un litigiu, am explicat organelor de Securitate ce s-a întâmplat cu noi acolo şi, acum pot să o spun public, nu mai e nici un secret, am schimbat ceva în instalaţie înainte să permitem accesul autorităţilor franceze la bord, ceea ce a făcut imposibilă demonstraţia, demonstrarea vinei noastre… Acasă nu puteam să nu-i spun care a fost realitatea măcar armatorului, armatorul nu puteam să mi-l mint, iar în echipaj erau destui care ştiu ce s-a întâmplat”.

ARMELE ROMANESTI CREIAZA CRIMA SI VIOLENTA

DELRAY BEACH — Cheap, available assault rifles, which closely resemble the Kalashnikov AK-47s brandished by Iraqi insurgents and African rebels alike, have become the weapons of choice for gang members and other violent criminals in Palm Beach County.
Growing numbers of criminals are favoring these powerful semiautomatic weapons, which, authorities say, have greatly enhanced their capacity for indiscriminate violence. In the past six months, assault rifles have been used to maim or kill dozens, including bystanders such as a 50-year-old father of three and an 8-month-old baby.
Local officials interested in tracing these weapons’ paths from federally licensed importers to the trunks of gang members’ cars could begin at an unassuming gray building on South Congress Avenue.
Century International Arms Inc., one of the continent’s largest dealers in surplus military weapons, has been headquartered here, just across from a sheriff’s substation, for the past two years.
The beginning of the U.S. supply chain, federally licensed importers such as Century International sell guns to licensed dealers, from whom the guns might be stolen or bought and illegally resold, authorities said.
In August, one of thousands of guns the company has imported and shipped to dealers nationwide was found in the Boynton Beach apartment of a felon and reputed gang member, 25-year-old Frisner St. Cyr.
Feud ramps up violence
Citing an open investigation, detectives wouldn’t share information about how the semiautomatic rifle wound up in St. Cyr’s hands. Federal law bars the Bureau of Alcohol, Tobacco, Firearms and Explosives from publicly sharing gun trace information, a spokeswoman said.
St. Cyr, convicted of felony battery in 2002 and a reputed member of the B-Town Boys gang, was shot in the back outside a suburban Boca Raton nightclub in February. Soon after, a violent feud between the B-Town Boys and rival San Castle Soldiers began to escalate.
According to information from sheriff’s reports and markings on the weapon found in St. Cyr’s apartment, most of the rifle, a semiautomatic ROMARM GP WASR-10, traveled from a manufacturer in CUGIR, ROMANIA, to Century International’s warehouse in Georgia, Vt., where it would have been refurbished with five American-made parts to make it compliant with federal laws.
The rifle gave St. Cyr the ability to fire 30 7.62mm rounds without stopping to reload. Guns like this enabled criminals in Riviera Beach to fire 37 times during a Jan. 1 drive-by, killing 8-month-old Tavares Carter Jr., authorities said.
Because the weapons are powerful, readily available and relatively inexpensive, gang members in Palm Beach County are increasingly using ROMANIAN AK-47-style rifles, said sheriff’s Lt. Mike Wallace, head of the county violent crimes task force. The guns can be bought on the street for $300 to $500, Wallace said. Often they’ve been stolen or bought legitimately and resold, he said.
“It seems to be the weapon of choice right now,” Wallace said, adding: “It’s a weapon of war, and the function is to kill and maim. When somebody gets hit with that, it causes horrendous damage.”
The damage, inflicted during 2006, the county’s most deadly year since 1994, has stood out in recent months:
• In July, deputies found reputed gang member Jeremiah Dolbrus, 21, clutching a loaded AK-47-style rifle in the wreckage of a car, which had crashed after he and gang leader Maken Delva had fled the scene of a drive-by in West Palm Beach, sheriff’s reports said.
• In August, 50-year-old Franck Joseph, a landscaper, was killed by gang members firing an assault rifle in another drive-by.
• In September, Jonquinton Jackson, 20, was killed and two others were wounded by at least one shooter wielding an assault rifle in the parking lot of a motel on Hypoluxo Road.
When it comes to bringing these rifles and other guns into the country, Century International claims to lead the way; however, a company spokesman wouldn’t share information about how many weapons it imports each year.
The arms company, which, through former executives, has been linked to the Iran-Contra affair and the Nicaraguan Sandinista movement, originally made its headquarters in Boca Raton when it moved to Palm Beach County in 1993.

announced today the unsealing of a complaint in Manhattan federal
court charging 18 individuals with various weapons trafficking
offenses, including a scheme to smuggle rocket propelled grenade
launchers (“RPGs”), shoulder-fired surface-to-air missiles
(“SAMs”)
The Complaint alleges that SOLOMONYAN and SPIES, with
the help of KHARABADZE, COLPANI, DEMARE, and other unidentified
co-conspirators were actively preparing to import RPGs, SAMs,
anti-tank missile systems, and other military weapons into the
country from Eastern Europe (ROMANIA). The CI, it is alleged, had multiple
conversations with SOLOMONYAN and SPIES over the course of the
conspiracy in which the CI indicated that his clients were
terrorists.

Of the eight weapons, three were delivered in New
York City, three were delivered in Los Angeles, and two were
delivered in Fort Lauderdale. The weapons sold to the CI include
AK-47 MA-90 Sporter; an AK-47 made by GN
ROMARM SA/CUGIR; and an AK-47, BA 36 0543, ARSENAL, as well as
two conversion kits intended to convert both AK-47’s into fully-
automatic machineguns.

As a result of the various charges in the Complaint,
SOLOMONYAN and SPIES each face a maximum penalty of 30 years in
prison. COLPANI and DEMARE face a maximum penalty of 20 years in
prison, and KHARABADZE faces a maximum penalty of 5 years in
prison. The rest of the 13 defendants charged in the Complaint
face a maximum penalty of 15 years in prison.

SOLOMONYAN and SPIES were arrested after
meeting one last time with the CI to finalize their plans to
travel to Eastern Europe to arrange the importation of the
military weapons. The FBI arrested them before they could travel
outside of the U.S. to obtain the weapons.
According to the Complaint, while SOLOMONYAN and SPIES
were actively arranging the importation of the military weapons
from Eastern Europe, they also sold machineguns and assault
weapons to the CI. Utilizing the services of various weapons
traffickers in New York City, Los Angeles, and Florida, the
defendants provided the CI with eight weapons and conspired to
sell the CI many more. As alleged in the Complaint, each weapon
was delivered by the defendants to storage facilities rented by
the FBI on the CI’s behalf. On several occasions, SOLOMONYAN or
SPIES was surveilled delivering the weapons to various storage
locations. Of the eight weapons, three were delivered in New
York City, three were delivered in Los Angeles, and two were
delivered in Fort Lauderdale. The weapons sold to the CI include
an SKS fully-automatic assault rifle;

Background

Viktor Bout and an alleged associate, Andrew Smulian, were arrested in Thailand in March 2008 after an elaborate international sting operation organized by the U.S. Drug Enforcement Administration (DEA). Bout and Smulian have been accused of, among other offenses, conspiring to sell thousands of weapons to three “confidential sources” (CS) working with the DEA who were posing as representatives of the FARC, a Colombian terrorist group. Since his arrest, Bout has been the subject of an international legal tug-of-war between Washington, which is seeking his extradition to the US, and Moscow, which is demanding that he be returned to Russia. In August, Thai courts denied US extradition requests. Prosecutors appealed the ruling and are currently awaiting a decision on the appeal.

This document is particularly important in regards to the 100 shoulder-fired, surface-to-air missiles, , have been the focus of an international control campaign for nearly seven years because of the threat they pose to military and commercial aircraft. Confirmation that Bout had access to the missiles would suggest the need for renewed vigor in the global fight against shoulder-fired missile proliferation. . According to Kassar’s indictment, he invited a DEA informant to “travel to BULGARIA and ROMANIA where the weapons were being manufactured”. Investigating these claims is important because, if entities in ROMANIA are indeed offering to sell missiles and the other weapons to arms traffickers, immediate action should be taken to identify them and shut down their operations.

This is the story of just one, wielded by a small player in Africa’s modern agonies.
Military and forensic experts traced Grace Ikombi’s AKM-47, serial number DA 0889 1995, to an obscure arms factory in the foothills of Romania’s Transylvanian Alps.
Romanian export documents suggest that it followed the route of 20,000 identical assault rifles shipped out of the same weapons plant in May, bound for neighboring Uganda, one of seven countries that have meddled in Congo’s brutal civil war.
Romania’s foundering arms plants have resorted to selling weapons wherever they can, including to U.N.-embargoed nations. In 1998, Romanian rocket components slipped into Iraq. Last year, the country’s guns and ammunition made it into the hands of die-hard rebels in Angola, where one of Africa’s longest civil wars has killed at least 500,000 people.

The alarming prevalence of imported assault weapons in the US has put our nation’s police officers at risk. Returning to the Bush 41/Clinton enforcement of the ban on imported assault weapons will protect our brave police forces and all people throughout New York and the United States,” said Rep. Engel.
As a result, the civilian firearms market is flooded with imported, inexpensive military-style assault weapons, primarily from Romania. Importers are also able to skirt the restrictions by bringing in assault weapons parts and reassembling them with a small number of US-made parts. Assault weapon “parts kits” for assembly by individuals are also being imported. ATF has further weakened the prohibition by placing certain extremely problematic assault rifles on the “curios or relics” list, making certain firearms automatically eligible for importation.
Not only is the violence in Mexico already spilling over the border into the U.S., but the prevalence of imported assault weapons in the hands of criminals has made “officer survival” a critical issue for many urban law enforcement agencies.  The Miami Police Department has reported a steep rise in the number of murders and other crimes committed with assault weapons; a Romanian WASR-10 (AK-type) assault weapon was used to kill two Fairfax, Virginia police officers in 2006; a Romanian WASR-10 assault weapon was used in a mass shooting that left eight dead at a mall in rural Omaha, Nebraska in 2007.  The Associated Press conducted an analysis showing that the number of romanians AK variants traced to crime by ATF has increased from 1,140 in 1993 to 8,547 in 2007. 
We ask that you direct ATF to act in accordance with the 1968 Gun Control Act and return to enforcing the ban on the import of all assault weapons, both those that are fully manufactured abroad as well as those imported as parts.  By restoring these important restrictions, we will be able to help reduce violence here in the United States, while also sending an important signal to our friends in Mexico.  Thank you for your attention to this urgent matter.

Incidentul a avut loc în iarna anului 1981. Traian Băsescu, pe atunci căpitan de cursă lungă de numai 3 luni, primise comanda navei „Argeş”. În portul francez Rouen, încărcătura navei a luat foc în timpul descărcării. Incendiul s-a extins la alte 37 de nave aflate în rada portului francez.

A urmat o anchetă. Traian Băsescu a stat aproape o lună la dispoziţia autorităţilor franceze. A fost chemat şi la tribunal. Nava românească a fost verificată şi echipajul a fost anchetat.

Abia după 17 ani, în 1998, Traian Băsescu, pe când era ministrul Transporturilor, a recunoscut, într-un interviu la Prima TV,Romania că incendiul din portul Rouen a pornit de la vasul său. Mai mult, Băsescu a admis că a falsificat probele pentru a scăpa de sancţiuni.

Rachetele exportate de Romarm o instutie a statului roman, au fost considerate de un tribunal american ca o amenintare mortala pentru helicopterele armatei americane din Columbia.
In Octombrie 1997 Departamentul de Stat al calificat FARC ( guerila columbiana ) ca o organizatie terorista. Acelasi lucru la facut si Uniunea Europeana. Pentru intentia de a cumpara si a exporta acest gen de rachete unei organizatii teroriste pedeapsa minima este de
25 de ani. Ea a fost aplicata lui MONZER AL KASSAR,cel mai important traficant de arme din lume., In punerea sub acuzare se spune “Armele romanesti trebuiau sa fie intrebuintate pentru doborarea helicopterelor Apaches si Hawks”. Si au facut acest lucru pe deplin.In acest an media internationala anunta: ” Rachete antitanc romanesti se numara printre armele din depozite secrete ale miscarii marxiste columbiene de gherila FARC (Fortele Revolutionare din Columbia) descoperite de armata columbiana, se arata intr-un raport al Grupului de analiza antiterorista Giat de la Bogota. Bogota, citat, intre altele, de cotidianul columbian El Tiempo si agentiile EFE si AFP Anul acesta guvernul columbian a transmis, prin intermediul Interpol, solicitari oficiale (denumite de Interpol “circulare portocalii”) catre statul Roman cerand clarificari privind originea armamentului descoperit in depozitele FARC sau folosit de gherila. Solicitarea a ramas fara raspuns. Intr-o intalnire din 26 ianuarie 2008, care a avut loc in Romania, un “locotenent” al celebrului traficant de arme Viktor Bout, furnizor de baza al FARC, a declarat ca Bout are 100 de astfel de rachete “disponibile imediat”. Declaratia le-a fost facuta unor agenti americani sub acoperire care s-au dat drept membri FARC, Potrivit unui articol publicat recent tot in cotidianul El Tiempo (in care au aparut si actualele dezvaluiri privind provenienta arsenalului FARC), gherila columbiana ar fi reusit sa achizitioneze 20 de astfel de rachete romanesti, capabile sa loveasca avioane sau elicoptere in zbor pana la altitudinea de 6.000 m. Surse oficiale de la Bogota au confirmat ca fortele aeriene columbiene au fost avertizate asupra riscului ca FARC sa detina si sa utilizeze acest tip de arme. Toate aceste au fost recomfirmatei de un purtatori de cuvant ai guvernului columbian care a subliniat ca rachetele trimise de Basescu au dus la moartea a doi piloti americani, cu doua saptamani in urma. Pentru a documenta exportul de arme catre teroristi am luat contact cu consulul Columbiei de la New York. Serviciile de informatii columbiene au avertizat cu privire la interesul liderilor FARC pentru achizitionarea de armament de ultima generatie, in special rachete sol-aer IGLA-S24 fabricate in Romania. Transportul rachetelor romanesti a fost facut cu avioane provenite din Romania si asigurata de piloti romani,noteaza un document columbian.

Memoriul a fost trimis catre
