Si Amnesty International a urmarit transportul ilegal de arme

Asa cum dezvaluia recent cotidianul “Gardianul”, pe 9 septembrie 2005, intre generalul Constantin Degeratu (la acea data consilier pe probleme de siguranta nationala al lui Traian Basescu) si Omar Hayssam (sirianul aflat de sase luni in stare de arest sub acuzatia de terorism) a avut loc o discutie care a fost inregistrata si a carei stenograma a fost data publicitatii.
Din stenograma reiese ca Hayssam i-a spus la un moment dat lui Degeratu: “intre timp, asa cum stiti, au fost cateva intalniri cu Presedintele. Si atunci, eu chiar am inceput sa intreb de presiunile care se faceau asupra mea si domnul Presedinte chiar mi-a spus: «Iti iei copiii si du-te in America! Eu sunt Presedintele Romaniei si ai toate garantiile!»”. Presedintele Traian Basescu nu a negat ca i-ar fi promis lui Hayssam acest lucru. Prin urmare, stia unde anume in America ar fi trebuit sa-l trimita pe acesta si la cine anume. Suntem acum in masura sa dezvaluim faptul ca Hayssam trebuia sa fie gazduit la Richardson – Texas de catre un sirian pe nume Ammar Chichakli.
Asa cum am mai spus, Amnesty International a informat, pe 1 decembrie 2005, grupul de experti ONU pentru Republica Democrata Congo ca mari cantitati de arme si munitii au tranzitat ilegal aeroportul militar Lubumbashi. Zborurile au avut loc in lunile februarie si mai, de marfa ocupandu-se generalul John Numbi, comandantul Fortelor Aeriene al RDC. Cele mai multe zboruri se desfasurau noaptea. Unul dintre avioane, BAC 1-11, inmatriculat 3C-QRF in Guineea Ecuatoriala, fusese inchiriat de compania Jetline si avea echipaj romanesc de la Romavia.
Jetline a condus direct la patronul real, adica Viktor Bout, prin documentele intocmite de managerul sau financiar, sirianul Ammar Chichakli. Richard Ammar Chichakli, posesor al cetateniei americane, a devenit cunoscut opiniei publice recent, ca purtator de cuvant al lui Viktor Bout si al retelei sale de societati comerciale. Sirianul a fost cel care a urmarit demersurile necesare infiintarii retelei de firme prin intermediul carora erau plimbati banii lui Bout. Chichakli personal, prin “intrarile” pe care i le-au facilitat conationali de-ai sai sirieni sau libanezi, i-a infiintat lui Viktor Bout, la cerere, intr-un apartament de langa Aeroportul din Chisinau, companiile Moldtransavia (director Pavel Popov, care anterior a lucrat timp de cinci ani in calitate de manager al Air Cess, alta firma din Africa a lui Bout), Aerocom (Antonov–26 inmatriculat ER–AWN plin cu arme de contrabnda pentru Liberia si sechestrat pe aeroportul din Kinshasa in septembrie 2003) si Renan (despre care am spus deja ca a fost “pasata” in grija fratilor ceceni Mutalie).
Chichakli, nepotul unuia din presedintii Siriei, s-a nascut in Siria la 29 martie 1959, mama sa fiind kurda. Tatal sau, colonelul Mandour Chichakli, a condus una din regiunile militare ale Siriei. In 1979, Chichakli s-a inscris la cursurile de finante ale universitatii saudite din Riyadh. Dupa absolvire, in 1986, sirianul s-a stabilit in Richardson -Texas, unde a devenit expert in depistarea fraudelor bancare, s-a insurat si in acelasi timp a primit cetatenia SUA. Intre 1990 si 1993, Chichakli si-a satisfacut stagiul militar, fiind instruit in calitate de controlor de trafic aerian (cu licenta FAA obtinuta la Embry-Riddle Aeronautical University, FL), apoi de specialist in investigatii si contraspionaj, absolvind cursurile Defense Language Institute pentru beretele verzi. Pe langa cei trei ani petrecuti oficial in armata, Chichakli a activat alti 18 in calitate de agent acoperit al mai multor servicii de informatii.
Denissenko si Sergei Bout, fratele mai mare al lui Viktor Bout, detineau atunci o companie San Air, inregistrata in Texas. Bout mai avea si Air Cess Incorporated, inregistrata in Miami, Florida. In august 1995, pe cand Richard Ammar Chichakli era manager comercial al aeroportului Sharjah (EAU), Viktor Bout (pe vremea aceea finantat de seicul Abdullah bin Zayed bin Sultan Al Nahyan, fratele presedintelui EAU) l-a contactat in calitate de investitor, interesat sa-si creze o baza de operare pentru compania Air Cess, in zona libera. Pana in iulie 1996, cand contractul lui Chichakli cu aeroportul Sharjah a expirat, afacerea lui Bout a mers extrem de bine si sirianul a inceput sa asigure consultanta financiara firmelor lui Viktor Bout.
Un alt personaj important in angrenajul traficului mondial de arme si droguri este maiorul (r.) Ruslan Saidov (nascut in 1960 ca Ruslan Shamilievich Sadulaev), ale carui origini sunt jumatate in Daghestan, jumatate in Spania. Ca fost ofiter Spetznaz, detine pasaport uzbek pe numele Ruslan Muhammedovich Muhammedov si turc pe numele de Ugur Mehmed. A comandat unitati pentru operatiuni speciale sovietice in Afganistan, dupa care a fost tranferat in statul major al armatei sovietice stationate in Uzbekistan. Demisionand din armata, si-a infiintat celebra organizatie paramilitara mafiota numita FarWest (formata din veteranii din Afganistan ai grupului special N – de la Narcotice din cadrul GRU). S-a alaturat generalilor Dudaev si Maskhadov care luptau pentru eliberarea Ceceniei, colegii sai fiind trecuti in subordinea lui Khozh Nukhaev, adica a sefului serviciului de informatii cecen.
Principala indeletnicire a fostului mafiot moscovit Nukhaev era aceea de a colecta fonduri, motiv pentru care si-a petrecut o buna bucata de vreme la Londra, insotit de Ruslan Saidov. Cei doi au reusit sa penetreze etita politca din anturajul premierului Margaret Thatcher si sa obtina promisiunea unui sprijin din partea serviciilor de informatii britanice. Cheia reusitei lui Saidov la Londra a fost un anume al-Walid, rezidentul serviciului de informatii saudit in Cecenia.
Avand acum acceptul Londrei, a urmat intalnirea dintre Ruslan Saidov si printul Turki al-Faisal, seful serviciilor saudite de informatii, un apropiat al talibanilor din Afganistan, dar si ambasador al tarii sale in Marea Britanie si in SUA. Devenind un pretios colaborator al serviciilor saudite, Saidov a fost imediat combinat in afacerile derulate de Adnan Khashoggi. Miliardarul Khashoggi, stabilit la Monaco, este fiul unui turc emigrat in Spania, devenit ulterior medicul personal al regelui saudit Abdel Aziz Al Saud. Sora miliardarului Adnan Khashoggi, Samira Khashoggi-Al Fayed era mama lui Dodi Al Fayed, iubitul printesei Diana. Khashoggi a mai fost implicat si in operatiune Iran-Contra din anii `80, ca intermediar in schimbul de ostatici americani detinuti la Teheran contra arme. Khashoggi l-a plasat pe maiorul Saidov si pe locotenentii sai din FarWest (finul lui Viktor Bout, adica colonelul tadjik Valery Lunev, colonelul ucrainian Vladimir Ilyich Filin si maiorul Alexei Likhvintsev) ca administratori ai unor companii de constructii din Golf. Compania lui Saidov, spre exemplu, a participat la construirea Jumeirah Beach Resort din Dubai si a Mall-urilor din Sharjah si Ajman din Emiratele Arabe Unite, unde Viktor Bout isi avea bazele de operare. Saidov a stabilit relatii stranse si cu membrii ai Statului Major al armatei Turce, fapt ce i-a permis deschiderea la Istambul a unui birou cecen pentru Informatii Externe, in realitate un serviciu de spionaj cu acte in regula.
Incepand din 1995, Khashoggi si Saidov, utilizand expertii din FarWest, au profitat de haosul indus in mod premeditat in Yugoslavia dupa 1990, pentru a deschide un nou traseu al traficului droguri provenite din Afganistan. Colonelul american Caleb Temple, din cadrul Military Intelligence (DIA), a estimat ca, pana in 2003, reteaua FarWest a reusit sa plaseze pe acest traseu 300 de tone de heroina pe care a vandut-o mafiei albaneze. Care, la randul ei, a distribuit-o spre tarile din vestul Europei. Balcanii devenind totodata si o piata de desfacere pentru traficul cu arme.
Dupa 2003, drogurile provenite din Columbia, platite in diverse tipuri de arme si munitii ex-sovietice, au devenit mai profitabile.

DAVID N. KELLEY, the United States Attorney for
the Southern District of New York, PASQUALE D’AMURO, the
Assistant Director in Charge of the New York Office of the FBI,
and RAYMOND W. KELLY, the New York City Police Commissioner,
announced today the unsealing of a complaint in Manhattan federal
court charging 18 individuals with various weapons trafficking
offenses, including a scheme to smuggle rocket propelled grenade
launchers (“RPGs”), shoulder-fired surface-to-air missiles
(“SAMs”)
The Complaint alleges that SOLOMONYAN and SPIES, with
the help of KHARABADZE, COLPANI, DEMARE, and other unidentified
co-conspirators were actively preparing to import RPGs, SAMs,
anti-tank missile systems, and other military weapons into the
country from Eastern Europe (ROMANIA). The CI, it is alleged, had multiple
conversations with SOLOMONYAN and SPIES over the course of the
conspiracy in which the CI indicated that his clients were
terrorists.
Of the eight weapons, three were delivered in New
York City, three were delivered in Los Angeles, and two were
delivered in Fort Lauderdale. The weapons sold to the CI include
AK-47 MA-90 Sporter; an AK-47 made by GN
ROMARM SA/CUGIR; and an AK-47, BA 36 0543, ARSENAL, as well as
two conversion kits intended to convert both AK-47’s into fully-
automatic machineguns.

As a result of the various charges in the Complaint,
SOLOMONYAN and SPIES each face a maximum penalty of 30 years in
prison. COLPANI and DEMARE face a maximum penalty of 20 years in
prison, and KHARABADZE faces a maximum penalty of 5 years in
prison. The rest of the 13 defendants charged in the Complaint
face a maximum penalty of 15 years in prison.

State Grand Jury Indicts Twelve for Illegally Trafficking Weapons
Joint State Police/ATF Investigative Task Force & E-trace links ROMANIAN crime guns to traffickers
The indictments, brought by the Division of Criminal Justice, are a result of investigations conducted by a new joint task force of State Police detectives and special agents of the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The task force, which also includes the participation of officers with the Trenton Police Department, the Mercer County Sheriff’s Office and the Ocean County Prosecutor’s Office, is aimed at tracking and prosecuting illegal gun traffickers.
The 12 people indicted in 11 separate indictments filed in Superior Court yesterday are charged with a variety of second, third and fourth degree offenses including conspiracy, unlawful possession of a firearm, unlawful possession of an assault weapon, possession of a weapon during the commission of a crime, unlawful disposition of a firearm, unlawful transportation of a weapon, and unlawful transport of an assault weapon. Three of those charged are also convicted felons and face additional penalties for illegally possessing a weapon.
The three assault weapons involved in the trafficking cases were a Masterpiece Arms .45 caliber Mac-10, a Leinad MP-11, and a STG ROMANIAN AK-47.
Those indicted face maximum penalties of 10 years in state prison and a $150,000 fine for second degree crimes; 5 years and $15,000 for third degree crimes; and 18 months and $10,000 for fourth degree crimes.

Shain Duka, 28, of Cherry Hill: conspiracy to murder members of the U.S. military; possession of machine guns; possession and attempted possession of machine guns in furtherance of a crime of violence; and two counts of possession of firearms by an illegal alien.
Eljvir Duka, 25, of Cherry Hill: conspiracy to murder members of the U.S. military, and possession of firearms by illegal aliens. The jury acquitted on one count of possession and attempted possession of machine guns in furtherance of a crime of violence.

FILADELFIA Two Defendants Sentenced for Conspiring to Kill U.S. Soldiers
WASHINGTON—The remaining two men convicted of plotting to kill members of the U.S. military during an armed attack on a military base were sentenced today to federal prison terms of life for one defendant and 33 years for the other for conspiring to kill members of the U.S. military, Ralph J. Marra Jr., Acting U.S. Attorney for the District of New Jersey; David Kris, Assistant Attorney General for National Security; and Janice K. Fedarcyk, Special Agent in Charge of the Philadelphia Division of the FBI, announced.
U.S. District Judge Robert B. Kugler sentenced Mohamad Ibrahim Shnewer to a term of life in prison plus an additional, consecutive 30 years. Judge Kugler sentenced Serdar Tatar to 33 years in prison. There is no parole in the federal system.
Judge Kugler, who presided over a 12-week trial for the five defendants, also ordered Shnewer and Tatar to pay $125,000 in restitution to the Department of the Army for the costs of added security measures undertaken in response to the plot.
Yesterday, Judge Kugler sentenced Dritan Duka and Shain Duka to prison terms of life plus 30 years. The third brother, Eljvir Duka, received a life prison term. The same $125,000 restitution order was imposed for them as well.

People write and ask all the time, do the Romanian AK’s make good survival rifles or not? And why are they so much less money than the others? Both good questions, with pretty straight forward answers.
First, the cost question. They cost less because there are a lot more of them. They are a little different in that the ones floating around say from China. The Chinese version can’t come in any more, they have not been imported for going on 20 years. The others, some are made here in the US, are generally a few hundred dollars more. The Polish versions are also out there, though not in the numbers of the Romanian ones. Some people say the quality of the rifles is not on par with the others, after seeing tons of them, I would have to say that’s somewhat true, but keep this in mind, none of them are well done rifles. Even the top of the line AK is no masterpiece by a long shot. Also, the Romanian rifles are known as “WASR10s”. People need to understand what this means. There was a version of the AK being brought in while the infamous Clinton assault weapons ban was in place. These weapons in order to meet the criteria placed on them, only took a 10 rounds magazine. They were the original WASR 10’s. After the ban expired the recievers were milled out to allow them to take the standard AK-47 mag. This is why they have the “WASR 10″, name. Most come in from Century Arms. The best finish I have seen on an AK-47, was on a Polytech Legend, they have milled receivers like the first AK’s and the fit and finish is second to none as AK’s go.
These rifle shoot fine. They shoot anything that fits in the chamber. They are not a marks mans weapon of choice, but they are more than accurate enough. At say 100 yards, placing center hits on a standard B-27 target is no problem. All AK’s suffer from the same crude sites and a short site radius, its just part of the animal itself. At 50 yards, head shots are not hard. most of these rifles come with the standard oiled wood stock set, some did come in as folders with the distinct one wire looking butt stock. The AK-47 is the first in the long line of AK style weapons. The AK-47 is no longer in use as a front line weapon in Russia, they now have the AK-74, chambered in the 5.45mm caliber, compared to the short 7.62 AK-47. Most people have a liking for the 30 caliber round against the smaller lighter 22 caliber AK-74. These same people probably feel the same way about the M-16. These rifles that I have shot, run and run and run some more. That’s what you want.
Are they the best AK out there, no. But as a famous person once said, “If the western world melts down, give me an AK-47″. The Afghan’s clean them with boot laces and motor oil, that’s a tough rifle. The AK-47 makes its appearance everywhere terrorist’s abound. The reasons, which are very similar to one of the original questions here, is they are simple to shoot, simple to use, simple to clean and they can take a beating. The Romanian AK’s are no different. If you have a good supply of ammo, this is a great survival rifle, or a “just in case” rifle if things melt down.

DELRAY BEACH — Cheap, available assault rifles, which closely resemble the Kalashnikov AK-47s brandished by Iraqi insurgents and African rebels alike, have become the weapons of choice for gang members and other violent criminals in Palm Beach County.
Growing numbers of criminals are favoring these powerful semiautomatic weapons, which, authorities say, have greatly enhanced their capacity for indiscriminate violence. In the past six months, assault rifles have been used to maim or kill dozens, including bystanders such as a 50-year-old father of three and an 8-month-old baby.
Local officials interested in tracing these weapons’ paths from federally licensed importers to the trunks of gang members’ cars could begin at an unassuming gray building on South Congress Avenue.
Century International Arms Inc., one of the continent’s largest dealers in surplus military weapons, has been headquartered here, just across from a sheriff’s substation, for the past two years.
The beginning of the U.S. supply chain, federally licensed importers such as Century International sell guns to licensed dealers, from whom the guns might be stolen or bought and illegally resold, authorities said.
In August, one of thousands of guns the company has imported and shipped to dealers nationwide was found in the Boynton Beach apartment of a felon and reputed gang member, 25-year-old Frisner St. Cyr.
Feud ramps up violence
Citing an open investigation, detectives wouldn’t share information about how the semiautomatic rifle wound up in St. Cyr’s hands. Federal law bars the Bureau of Alcohol, Tobacco, Firearms and Explosives from publicly sharing gun trace information, a spokeswoman said.
St. Cyr, convicted of felony battery in 2002 and a reputed member of the B-Town Boys gang, was shot in the back outside a suburban Boca Raton nightclub in February. Soon after, a violent feud between the B-Town Boys and rival San Castle Soldiers began to escalate.
According to information from sheriff’s reports and markings on the weapon found in St. Cyr’s apartment, most of the rifle, a semiautomatic ROMARM GP WASR-10, traveled from a manufacturer in CUGIR, ROMANIA, to Century International’s warehouse in Georgia, Vt., where it would have been refurbished with five American-made parts to make it compliant with federal laws.
The rifle gave St. Cyr the ability to fire 30 7.62mm rounds without stopping to reload. Guns like this enabled criminals in Riviera Beach to fire 37 times during a Jan. 1 drive-by, killing 8-month-old Tavares Carter Jr., authorities said.
Because the weapons are powerful, readily available and relatively inexpensive, gang members in Palm Beach County are increasingly using ROMANIAN AK-47-style rifles, said sheriff’s Lt. Mike Wallace, head of the county violent crimes task force. The guns can be bought on the street for $300 to $500, Wallace said. Often they’ve been stolen or bought legitimately and resold, he said.
“It seems to be the weapon of choice right now,” Wallace said, adding: “It’s a weapon of war, and the function is to kill and maim. When somebody gets hit with that, it causes horrendous damage.”
The damage, inflicted during 2006, the county’s most deadly year since 1994, has stood out in recent months:
• In July, deputies found reputed gang member Jeremiah Dolbrus, 21, clutching a loaded AK-47-style rifle in the wreckage of a car, which had crashed after he and gang leader Maken Delva had fled the scene of a drive-by in West Palm Beach, sheriff’s reports said.
• In August, 50-year-old Franck Joseph, a landscaper, was killed by gang members firing an assault rifle in another drive-by.
• In September, Jonquinton Jackson, 20, was killed and two others were wounded by at least one shooter wielding an assault rifle in the parking lot of a motel on Hypoluxo Road.
When it comes to bringing these rifles and other guns into the country, Century International claims to lead the way; however, a company spokesman wouldn’t share information about how many weapons it imports each year.
The arms company, which, through former executives, has been linked to the Iran-Contra affair and the Nicaraguan Sandinista movement, originally made its headquarters in Boca Raton when it moved to Palm Beach County in 1993.

The arms, worth about $7.15 million, were discovered aboard a ship arriving from Romania that pulled into the southern Italian port of Gioia Tauro on its way to the United States, Italy’s customs said in a statement. According to the travel documents, the arms belong to a large U.S. company with headquarters in the state of Georgia.
“We know that the destination was North America, but we don’t effectively know if that’s where the arms were going,” a customs official told RAI state television.
The arms were found inside three containers during a routine customs check earlier this week. They were confiscated due to discrepancies in the customs forms, but the news was only made public Tuesday.
The customs office said the weapons had been described as “common guns” instead of assault rifles and longer-range combat arms in the travel documentation. ($1-.8390 Euro)

A peine trois moisaprès l’obtention de son brevet de capitaine de la marine marchande, ilavait reçu le commandement de l’”Arges”, un navire transportant dupétrole. Un voyage marqué par la poisse. Dans le port de Rouen, àl’embouchure de la Seine, l’”Arges” a pris feu lors du déchargement.L’incendie s’est propagé à 37 autres navires, et le cours de la Seine aété pollué par des hydrocarbures. Rapidement, les Français ontidentifié d’où était parti le feu et ouvert une enquête sur cetincident qui, par son ampleur, est resté dans les annales de l’histoirede la marine moderne.
La procédure judiciaire a durévingt-huit jours. “La justice française faisait son travail.C’est-à-dire que ce n’était pas à moi de prouver que la pollution nevenait pas de moi, mais aux autorités françaises de prouver que lapollution venait de moi”, témoignait Basescu le 23 juin 1998, dans uneinterview accordée à la chaîne de télévision Prima TV. Traian Basescu est autorisé à repartir en Roumanie, malgré des dégâtsévalués à quelque 12 millions de dollars. “A l’époque, nous étions toussous la surveillance de la Securitate, surtout les marins quivoyageaient à l’étranger”, a encore expliqué l’actuel présidentroumain. “A mon retour, j’ai dû longuement m’expliquer sur ce quis’était passé. Et maintenant je peux le dire : avant que les enquêteursfrançais ne montent sur le bateau, j’ai dissimulé les preuves de laresponsabilité de l’”Arges” dans l’incendie. A l’époque, beaucoup ausein de l’équipage étaient au courant. A Bucarest, nous avons même étéfélicités de notre attitude”, concluait Traian Basescu en 1998.
Pour d’autres, Traian Basescu ne s’est pas contenté de “berner lesFrançais” sur cette affaire. Tudor Danila, un ancien marin émigré auCanada dans les années 1980, a de nombreux doutes sur son parcoursainsi que sur la véritable mission de l’”Arges” à cette époque. “Dansla Roumanie communiste, pour partir à l’étranger juste après avoirobtenu son brevet de capitaine, il fallait avoir de solides appuis ausein du Parti communiste”, remarque-t-il.
TraianBasescu a reconnu à demi-mot que, durant sa carrière de commandant denavire, il avait effectué des “transports spéciaux”, sans s’étendre surleur nature. Selon Danila, il ne pouvait s’agir que du trafic d’armes :”Dans ce cas d’espèce, les ordres venaient directement de la Securitateet nous étions sous étroite surveillance tout le long du voyage.” Unechose est sûre, selon l’ancien marin : on ne saura jamais ce qui s’estvraiment passé à Rouen en 1981, ni ce que transportait exactementl’”Arges” à cette époque.

The Romanian ship left Rouen, but leaving behind an incident involving the Romanian state, a $ 12 million accusation against the ship, effecting from the fire that had caught 32 ships.
After the incident when Basescu had tried a bluff and won, in 1984 he got promoted on ‘Biruinta’, the admiral ship of the Romanian fleet. Therefore his changing his mind about resigning as President is no news, but only a bluff. (…) (A.M.)

The arms, worth about $7.15 million, were discovered aboard a ship arriving from Romania that pulled into the southern Italian port of Gioia Tauro on its way to the United States, Italy’s customs said in a statement. According to the travel documents, the arms belong to a large U.S. company with headquarters in the state of Georgia. “We know that the destination was North America, but we don’t effectively know if that’s where the arms were going,” a customs official told RAI state television. The arms were found inside three containers during a routine customs check earlier this week. They were confiscated due to discrepancies in the customs forms, but the news was only made public Tuesday. The customs office said the weapons had been described as “common guns” instead of assault rifles and longer-range combat arms in the travel documentation. ($1-.8390 Euro)
