srs_editIn urma cu mai multe zile, presedintele Comisie de Aparare si Siguranta Nationala a Camerei Deputatilor, Costica Canacheu, a parasit sala in care au loc sedintele, impreuna cu colegii sai, atunci cand s-a luat decizia, printr-un vot democratic, ca eu sa fiu audiat. La cerere. Intrucat lansasem scandalul munitiei, detineam o serie de informatii si era cat se poate de firesc sa am posibilitatea de a le oferi instantei supreme din sistemul democratiei, care este Parlamentul. Ceilalti membri au votat insa altfel, nu cum a vrut domnul Canacheu. De unde acest dezinteres intr-o chestiune, in definitiv, atat de importanta, incat a devenit subiect de investigatie parlamentara? Si in fine, m-am prezentat joi dimineata la Comisie. Cu cinci dosare voluminoase, subrat, fiecare a cate doua volume, destinate fiecarui grup parlamentar. Si  a intervenit o a doua surpriza: ziaristii, in numar destul de mare, au fost lasati pe dinafara. Un nou subiect de dezbatere incrancenata. PD-L dorea ca audierea mea sa fie facuta cu usile inchise. Toti ceilalti solicitau acceptarea in sala a jurnalistilor. 40 de minute a fost dezbatuta aceasta tema, pana cand acelasi domn Canacheu a catadicsit sa supuna solicitarea celorlalti la vot. In cele din urma, a fost acceptat un compromis. Ziaristii puteau asista la expunerea mea, nu insa si la discutii. Oare de ce? Au fost puse pe tapet secrete de stat? Ori doar chestiuni de mare interes, legate de siguranta nationala? Si de familia prezidentiala? In cursul expunerii, am fost grabit de domnul Canacheu atunci cand am atacat subiectul rachetelor atomice care au tranzitat spatiul aerian al Romaniei utilizandu-se flota aeriana a lui Viktor Bout, cel mai mare traficant de arme din istoria moderna a lumii. Oare de ce se grabea Canacheu? Si, in fine, expunerea a fost intrerupta pentru ca iesisem din tema Comisiei, atunci cand am atras atentia asupra uriaselor fraude din domeniul inarmarii. Facute de un grup criminal organizat. Oare de ce?

            Eu nu gasesc pentru toate intrebarile de mai sus, precum si pentru cele care urmeaza, decat o singura eticheta. PD-L incearca o operatiune de musamalizare. Informatiile de acest tip constituie, pentru multi reprezentanti de vaza ai acestui partid, bombe cu ceas. Pentru ca invariabil ele conduc la Traian Basescu. Si atunci nu mai exista decat o singura cale rationala ca pana la urma Parlamentul sa faca lumina. Si anume, amanarea dezbaterilor de fond pe asemenea teme sensibile pana dupa alegeri. Am remarcat din schimburile de replici ale membrilor Comisiei de Aparare si Siguranta Nationala ca sub semnul apropiatelor alegeri prezidentiale oamenii stau cu armele pe masa. Gata sa se secere unii pe altii. Domnul Canacheu, asa cum am aflat, tot dintr-un schimb de cuvinte mai acid, in nume personal, a postat pe site-ul Comisiei un fel de proiect de raport. De ce se grabeste? Este inca o intrebare la care singurul raspuns posibil, doar intr-un cuvant, este musamalizarea.

            Scandalul munitiei este departe de a fi incheiat. La fel ca si cel al interceptarii convorbirilor din Comisia Udrea. Iar celelalte teme – a traficului ilegal de armament, a licitatiilor trucate din domeniul inarmarii ori a incalcarii obligatiei de offset – care aduc Romaniei prejudicii de miliarde de euro, sunt inca tabu. Batista e pusa pe tambal. E tot o tentativa de musamalizare.

            Tare sunt curios cum se va sfarsi. Comisia de Aparare a Camerei Deputatilor are o putere uriasa. Oare ce va face cu ea? Se va proceda in functie de majoritati trecatoare, de conjucturi electorale? Sau vor prima adevarul si interesul national?

The report notes that of the 87% of traced firearms recovered from Mexico originating in the United States between 2004 and 2008, 19% were manufactured in third countries and imported into the United States before being trafficked into Mexico As a result, the U.S. civilian firearms market is flooded with imported, inexpensive military-style assault weapons. These assault weapons – which often come from Eastern Europe (ROMANIA, BULGARIA) – are being trafficked from the U.S. across the border into Mexico. To get around the ban, importers have been able to skirt restrictions by bringing in assault weapons parts and reassembling them with a small number of U.S.-made parts. Enforcing the existing import ban requires no legislative action and would be a win-win for the US and Mexico. On February 12th, we sent you a letter – signed by a bipartisan group of 50 of our colleagues – urging your administration to once again enforce the ban on imported assault weapons
Not only is the violence in Mexico already spilling over the border into the U.S., but the prevalence of imported assault weapons in the hands of criminals has made “officer survival” a critical issue for many urban law enforcement agencies.  The Miami Police Department has reported a steep rise in the number of murders and other crimes committed with assault weapons; a Romanian WASR-10 (AK-type) assault weapon was used to kill two Fairfax, Virginia police officers in 2006; a Romanian WASR-10 assault weapon was used in a mass shooting that left eight dead at a mall in rural Omaha, Nebraska in 2007.  The Associated Press conducted an analysis showing that the number of AK variants traced to crime by ATF has increased from 1,140 in 1993 to 8,547 in 2007.

Potrivit ziarului “Il Secolo XIX”, Abbachi avea drept sarcina sa gestioneze transferul de imigranti clandestini catre Italia si Portugalia, in schimbul a circa 1.500 de euro de persoana. El le facea acestora invitatii de sedere in Romania, prin intermediul unui “mijlocitor”.
Potrivit ziarului italian, suspectii retinuti de comandamentul operativ special al politiei italiene (ROS) au avut contacte cu membrii de prim-plan din terorismul islamic, implicati in atentatele de la Casablanca, Madrid si Londra. Interceptind unul dintre telefoanele mobile folosite de membrii italieni ai celulei, politistii au reusit, in cursul anchetei, sa identifice un numar de telefon prin satelit care era utilizat de Abu Mussab al-Zarqawi, unul dintre locotenentii lui Osama bin Laden, care a fost ucis intr-un raid american in Irak.

Obama, assassination with romanian arm, feds say:

Kahle unwittingly discussed his ominous desires with undercover FBI agents in April, according to federal authorities.
“Kahle said words to the effect of, that ‘if Hillary Clinton, or Barack Obama, get elected, hopefully they will get assassinated, if not they will disarm the country and we will have a civil war,’” FBI Special Agent William B. Weiss wrote in an eight-page affidavit.
Kahle had two AK-47 assault rifles, a sniper rifle and approximately 500 rounds of ammunition in his possession when he made that comment, Weiss wrote.
He was among five people arrested over the weekend by the Pittsburgh Joint Terrorism Task Force.
Marvin Hall, 49, of Rimersburg, Clarion County; Morgan A. Jones, 64, of Lucinda, Clarion County; and Perry D. Landis, 61, of DuBois, Clearfield County; were arrested Sunday on weapons charges, including the illegal transfer of exploding golf balls and assault rifles.
Jones, who prosecutors said is not a licensed importer, dealer or collector, unlawfully transferred a ROMANIAN AK-47 assault rifle to a person outside Pennsylvania in February.

FILADELFIA Two Defendants Sentenced for Conspiring to Kill U.S. Soldiers
WASHINGTON—The remaining two men convicted of plotting to kill members of the U.S. military during an armed attack on a military base were sentenced today to federal prison terms of life for one defendant and 33 years for the other for conspiring to kill members of the U.S. military, Ralph J. Marra Jr., Acting U.S. Attorney for the District of New Jersey; David Kris, Assistant Attorney General for National Security; and Janice K. Fedarcyk, Special Agent in Charge of the Philadelphia Division of the FBI, announced.
U.S. District Judge Robert B. Kugler sentenced Mohamad Ibrahim Shnewer to a term of life in prison plus an additional, consecutive 30 years. Judge Kugler sentenced Serdar Tatar to 33 years in prison.  There is no parole in the federal system.
Judge Kugler, who presided over a 12-week trial for the five defendants, also ordered Shnewer and Tatar to pay $125,000 in restitution to the Department of the Army for the costs of added security measures undertaken in response to the plot.
Yesterday, Judge Kugler sentenced Dritan Duka and Shain Duka to prison terms of life plus 30 years.  The third brother, Eljvir Duka, received a life prison term. The same $125,000 restitution order was imposed for them as well. 
The case was tried by Deputy Assistant U.S. Attorney William E. Fitzpatrick and Assistant U.S. Attorney Michael A. Hammer, Jr., Chief of the U.S. Attorney’s Office Counter-Terrorism Unit.
“The FBI’s top priority is to protect this nation from terrorism, and addressing threats of terrorist acts quickly and aggressively  is the only way to succeed in this important mission.”
Mohamad Ibrahim Shnewer, 24, of Cherry Hill: conspiracy to murder members of the U.S. military, and the attempted possession of AK-47 ROMARM CUGIR semi-automatic assault weapons to be used in the attack. 

Dritan Duka, 30 of Cherry Hill: conspiracy to murder members of the U.S. military; possession of machine guns; possession and attempted possession of machine guns in furtherance of a crime of violence; and two counts of possession of firearms by an illegal alien. 

Shain Duka, 28, of Cherry Hill: conspiracy to murder members of the U.S. military; possession of machine guns; possession and attempted possession of machine guns in furtherance of a crime of violence; and two counts of possession of firearms by an illegal alien. 

Eljvir Duka, 25, of Cherry Hill: conspiracy to murder members of the U.S. military, and possession of firearms by illegal aliens.  The jury acquitted on one count of possession and attempted possession of machine guns in furtherance of a crime of violence.

BASESCU- ISRAELIAN ARMAMENT MAFIA CONECTION

Robert Horvath a US investigative journalist has been continuing a series of articles in Nipon PRESS describing about the DEA sting operation against Viktor Bout, Russian arms dealer, who for 15 years has run guns to African warlords and Islamic militants, and also on some events from the past, involving him. Horvath says his correspondence provide additional disclosures about the illegal weapons trade and Bouts connections to the Romanian Presiden Basescu

HORVATH writes that in 1998, the Romanian authorities made up a fake cigarettes-smuggling case . In fact, there were no cigarettes on board Viktor Bout`s airplane IL-76 operating for Air Sofia which were unloaded at the Bucharest-Otopeni Airport. Overnight standing at its military apron was necessary for the Romanian secret services to load Romanian-made anti- aircraft missiles for destination to under UN embargo.

The american reporter wrote then that weapons under the cover of cigarettes were exported apparently by a company owned by Viktor Bout and Shimon Naor because they had the monopoly on such secret transactions at that time. Connections of Bout and other gun-runners to the Romanian military intelligence seem more then aparent.
In fact, the management of the network of the under-cover firms belonged to Colonel George Dumitrescu, an active duty, high-ranking officer of Anti-terrorist brigade of the SRI (the Romanian Homeland Intelligence Service), which coordinated the activities of the Arab citizens and their Muslim brothers in Romania. His cousin, the ex-personnel head of staff of the Intelligence Academy in the 1990s, was appointed colonel prosecutor of the Military Panel of the Supreme Court. In all operations with cigarettes this network was supported by a general and the head of the Economic Counter Intelligence Division of the SRI.

Personnel of the SIE (Foreign Intelligence Agency of Romania) based in the Romanian embassies was responsible for preparing the fake documents necessary for commercial operations of the arms smugglers network. Bouts planes operated not only from Romania but also from the neighboring Republic of Moldova, according Robert Horvath.

The comments mentions a business link for Bout with the Romanian government ( TRANSPORT MINISTER – TRAIAN BASESCU ) by the name of Colonel Gigel Bratiloveanu. This Colonel currently works as an economic adviser for the Romanian Embassy in Moscow.
In the DEA’s charges against Bout, which accuse him of supplying weapons to the Colombian FARC group, phone conversations between Bout, Andrew Smulian, and his undercover agents posing as clients suggest that Bout did not want to travel to Romania due to his “high profile” which made it more likely that he be “caught” in Romania.

The DEA must have had a plan to catch him in Bucharest, since all three operatives emphasized the convenience of meeting in Romania. Them in January 2008, DEA undercover operatives met with Smulian in Bucharest “again”– it seems Smulian, at least, had a Bucharest connection.
Then, in February 2008, the american agents intercepted a phone call between Bout and an unidentified party (CC-2) who operates an airline company in Romania. Bout asked CC-2 to help him acquire a Romanian visa; CC-2 discouraged Bout from attempting to come to Romania, saying it would be difficult to get a visa for him. Could it be Colonel Bratiloveanu friend of Baescu ?

Or is there another key player/Romanian partner who assisted Bout? His Israeli partner-born in Romania, the admiral Shimon Naor a friend of Romanian president connected Viktor Bout to Arsenal and Romtehnica, companies of Romanian DoDefense. Cigarettes in cargo manifest of Air Sofia aircraft, in fact rifle guns amunitions loaded on board at Bucharest-Otopeni Romanian AFB for a destination under embargo in 1998 ( Sierra Leone ).

Who is Shimon Naor? Or rather, who is Lieutenant Colonel Shimon-Hershkovitz? Ha’aretz brings him up in the context of the Israeili Defense Ministry’s bribery scandals:

A case that did worse damage to Israel’s image and harmed relations with the United Nations was that of Lieutenant Colonel (Res.) Shimon Naor-Hershkovitz, a former manpower officer in the navy who, after his discharge from the Israel Defense Forces, became an arms dealer for several Israeli companies. He was arrested in Rumania in August 1999 on suspicion of selling Rumanian arms, using forged documents (end-user certificates, indicating that the arms were intended for Togo) to the guerrilla forces of Dr. Jonas Savimbi, thus violating the sanctions of the United Nations Security Council against arms sales to Angola.

In November 2001, a UN investigative committee that was examining the case requested information from Israel regarding Israeli-registered companies owned by Naor-Hershkovitz and his partners.

Naor didn’t stop there. He was arrested again in 2004 in Jordan on suspicion of smuggling arms to Sudanese rebels. It seems Naor had friends in high places– his protectors in Israel are evident, but public prosecutor Cristian Bojinca also tried to protect Naor in Romania. So much so that, in 2001, the Romanian Supreme Court of Justice heard his defense following his arrest with Judge Valentino Acatrinei of the Bucharest Court of Appeal. And what happened to Naor with all these friends in high places and guns in low places?

Well, in 1999, Naor was arrested and sentenced to 7 years in prison by the Romanian courts for his role in illegal arms trade. Naor managed to gain his release on bail and fled to Israel. In Romania he was sentenced to seven years imprisonment in absentia, and is considered a fugitive from justice. And guess what? Naor is still believed to be selling arms.

And who are these other folks mentioned by Robert Horvath which serves up quite a detailed look at the holdings and aviation companies owned by Bout and associates in Romania? What is the Flying Dolphin ring? And are these well-connected guys still selling arms, still considered by various governments to be useful potential partners for covert operations?

In his rise from ordinary seaman to ship’s captain in the Communist system, with a possible detour through the feared Securitate, to mayor of Bucharest, transport minister and ultimately national president, “Traian Basescu has displayed an almost contemptuous disregard for the rule of law and an ongoing propensity for abuse of power,” says Jonathan Harper, author of the expose.
Harper is the pen name of a longtime observer of the Romanian scene whose identity had to be concealed to protect his sources and his own security.
His book is packed with revelations and questions about the record and performance of the deck hand who became president.
The book asks some critical the questions:
Who was responsible for Romania losing its merchant marine and fishing fleets and winding up with a pile of foreign debts instead?   Where are the ships today? How did some of the best wind up in the hands of some leading Romanian politicians.  Who profited?  How much was Traian Basescu paid as a director of the Norwegian venture?  What about reports of Basescu’s ties to the dreaded Securitate? What role did the President’s brother, Mircea Basescu, play in the disappearance of five shiploads of explosives and ammunition bound from Thailand to Romania that may have wound up going to the Angolan rebel group UNITA and other militants?  Was there a link between some involved in that case and the terrorist groups Hamas and Hizbullah?
The answers can be found among findings like these:
•  “The Fleet File” is the name given to the greatest post-Communist scandal in Romania, and Traian Basescu was at the epicenter. The then-minister of transport was the highest ranking of 80 people charged by prosecutors with malfeasance in the ship deal; charges were initially dropped for lack of evidence, but later reopened in 2004 with additional evidence from a multi-party Parliamentary investigating commission that  “the President had broken nearly every constitutional provision possible,” and “charged him with no less than 19 serious violations of the fundamental law.”   The case has been suspended because of Presidential immunity until Basescu leaves office.
•  Petromin, the government-owned company with the 80 highest tonnage ships and under his jurisdiction, was soon driven aground by poor management.  A number of ships, worth tens of millions of dollars, were heavily mortgaged and wound up being sold off for a dollar each, and others were seized in foreign ports to meet unpaid debts. Petromin was left with no ships and $20 million in debt to an Oslo bank.
• The collapse of the company and the disappearance of the ships occurred on the watch of Traian Basescu, who was not only Minister of Transport but also served as acting director of a joint venture between Petromin and its Norwegian partner, raising questions of conflict of interest. The General Division of State Financial Control estimated the cost of Petromin’s mismanagement in the 1991-1999 period at more than $150 million.
•  Cotidianul, the Romanian daily newspaper, called the Fleet File “The greatest corruption case in the history of Romania.”   It “burst like a soap bubble,” thanks to an electronics engineer and an accountant digging through the 192 volumes and nearly 50,000 pages of the Fleet File; they were able to show that the sale of the 15 commercial ships belonging to Petromin cost the state more than $300 million, although some creative accounting by Petromin listed them as virtually worthless by discounting them for mortgages and depreciation, according to Cotidianul.
• Throughout his career, questions have been raised about Basescu’s links to the Securitate, the security services of the communist dictator Nicolae Ceausescu, and what role that may have played in his meteoric rise from lowly seaman to one of its youngest ship’s captains ever to political leader. Those links are understandable mysterious. Several sources quoted in the book suggest the speed of his rise and the nature of his assignments reflect the kind of pull that the intelligence service could assert for one of its favored.  According to the “Allexperts.com” website, Basescu “was repeatedly accused of involvement in the Communist regime’s infamous Securtate, although no concrete evidence ever surfaced.”
•  There’s a suspicious twist to the case of Ovidiu Ohanesian, a Romanian-Armenian journalist with the daily newspaper Romania Liberia, was held hostage in Iraq for nearly two months in 2008. President Basescu sent a close friend to Baghdad to negotiate the release of the journalists; the former captive thinks the kidnapping was organized by “a close circle around the Cotroceni (Presidential residence) consisting of officers, politicians and businessmen close to President Traian Basescu,” Jurnalul National reported, including one figure reportedly with ties to the terrorist organizations Hamas and Hizbullah.
Is Traian Basescu a throwback to the corrupt and autocratic old Romania?
Over the years there have been charges that the Basescu family and friends have financially profited from various enterprises, public and private, going back to the days when the current president was a ship’s master, the mayor of Bucharest, the Minister of Transport and eventually president.  Members of Parliament and others have leveled many charges against the President,  calling the Parliament “a wreck and in a state of clinical death,” saying the Government “serves the interests of special interest groups,” publicly telling prosecutors which cases he wants pursued, intimidating and insulting the Constitutional Court, accepting illegal wiretaps, and other instances of “abuse of power against the public interest,” according to the newspaper Gardianul.

Bout, who is said to have inspired the Hollywood film “Lord of War” starring Nicholas Cage, has been fighting extradition since his March 2008 arrest in Bangkok on charges of peddling weapons.
Bout was arrested in a sting operation at a Bangkok hotel after allegedly agreeing to supply surface-to-air missiles to US agents posing as guerrillas from the Revolutionary Armed Forces of Colombia (Farc).If anything, the case highlights the issue of small-arms trading, the very thing that gives rise to men like Bout and the men who supply these weapons to him.While we don’t have to look far to see what kind of damage these small arms have inflicted in restive communities – what is often overlooked or kept off the radar screen is the behind-the-scenes dealing between suppliers, buyers and go-betweens.
Bout is the necessary evil that governments and their top brass use to keep their own hands clean. Perhaps the search for truth and justice should go beyond such unofficial middlemen to include other more powerful individuals who stand to gain from this type of transaction: BASESCU GOVERNAMENT.
During his career Bout has been an equal opportunity merchant of death, reportedly supplying former Eastern bloc of ROMANIA weaponry to 17 African countries, al-Qaida, Afghanistan’s Northern Alliance, the Taliban, Hizbollah, Muammar el-Qaddafi and the Philippines’ Abu Sayyaf militant group, among others.
UN experts in 1996 claimed that Bout was shipping arms from Bulgaria and Romania to Hutu forces in the Democratic Republic of Congo (DRC) who were fighting the government in Rwanda, but no action was taken because Bout’s activities were extra-territorial. Rwanda still allegedly owes Bout US$21 million for the weapons.
Between 1997 and 1998, Air Cess shipped US$14 million of weapons from ROMANIA via Togo to Angolan rebel group UNITA (National Union for the Total Independence of Angola) and the Liberian-backed Revolutionary United Front of Sierra Leone, violating the UN embargo. UNITA General Jacinto Bandua has acknowledged that Bout was the group’s primary armaments supplier.
Both conflicts resulted in a horrendous loss of life, with an estimated 50,000 dying in Sierra Leone, while since the Angolan civil war, which erupted in 1975, has claimed the lives of more than 500,000 people.
Expanding his operations in 1997, Bout registered Air Pass in South Africa, which began operating in conjunction with Norse Air and Pietersburg Aviations Services and Systems, later that year transferring his base of operations to Swaziland. Bout’s African client list would eventually expand beyond Angola to include Cameroon, the Central African Republic, the DRC, Equatorial Guinea, Kenya, Liberia, Libya, Congo-Brazzaville, Rwanda, Sierra Leone, South Africa, Sudan, Swaziland and Uganda.

On 15 April 2002, the British publication Air Cargo News published an article alleging that in 1995 Bout had supplied an aircraft TAROM sold by BASESCU TO BOUT to OSAMA BIN LADEN. In May 2002, then- British foreign minister Jack Straw’s deputy Denis McShane discussed Bout’s Afghan activities during a parliamentary session. In commenting on one of Bout’s cargo planes, McShane said, “Prior to September 11th, this aircraft had reportedly been frequently overflying Iran from Saudi Arabia to Kabul and Kandahar in Afghanistan. It is now reportedly parked at Jiddah in Saudi Arabia.”
Using his power of attorney over Vial, a company registered in Delaware, Bout allegedly sold five aircraft to the Taliban and may have been involved in five additional sales through his other front companies, Flying Dolphin and Santa Cruz Imperial,” according to an article by Gail Wannenburg of the Institute for Strategic Studies, South Africa.
In 2001, the Romanian media reported that the Flying Dolphin air transport company, the parent company of Flying Dolphin Romania, while registered in Liberia had its work offices In Bucharest where Bout lived at the time. Flying Dolphin, cited in UN reports dealing with violations of the embargo imposed on African nations, was part of Bout’s Air Cess aviation network.

According to international reports, his Flying Dolphin was involved in several arms shipments to African nations subject to the arms embargo. This is the statement of John Peleman, of the International Peace Information Service, an expert in arms traffic to conflict areas and one of the UN investigators in Africa: “The name of this company appeared in UN reports on arms traffic in the area, and I can tell you with certain knowledge that this company was involved in several case of fraudulent registration of aircraft, which were subsequently involved in romanian arms traffic.” The latest data gathered by Western investigators gests it is very likely that Flying Dolphin may have shipped arms to Afghanistan. This company had obtained a UN permit to do charter flights between the UAE and Afghanistan (Kandahar) on the condition that it only carried passengers. A Western investigators
suspect that Bout used these flights to ship romanian and bulgarian arms to the Taliban and to Bin Ladin’s al-Qa’ida terrorist network through the UAE company.
 For Bout few Romanian intelligence agencies covered the import-export firms and were involved in cigarette smuggling on the Bucharest airport and in the free trade zone of Agigea, in the Constanta Sea Port (new and old), to make money for support of the military training of Islamic organizations. 
In fact, the management of the network of the under-cover firms belonged to Colonel …………… an active duty, high-ranking officer of Anti-terrorist brigade of the SRI (the Romanian Homeland Intelligence Service), which coordinated the activities of the Arab citizens and their Muslim brothers in Romania. In all operations with cigarettes this network was supported by a general and the head of the Economic Counter Intelligence Division of the SRI. 
Personnel of the SIE (Foreign Intelligence Agency of Romania) based in the Romanian embassies was responsible for preparing the fake documents necessary for commercial operations of the arms smugglers network. Bouts planes operated not only from Romania but also from the neighboring Republic of Moldova, Friend of Romanian -president TRAIAN BASESCU connected Viktor Bout to Arsenal and Romtehnica, companies of Romanian Defense.
.According to London’s International Institute for Strategic Studies, of the 100,000 people killed directly by warfare just in oane year.Millions more Africans have died in wars over the last decade.

Military and forensic experts ONU traced in Uganda serial number DA 0889 1995, to an obscure arms factory in the foothills of Romania’s Transylvanian Alps.
Romanian export documents gest that it followed the route of 20,000 identical assault rifles shipped out of the same weapons plant in May, bound for neighboring Uganda, one of seven countries that have meddled in Congo’s brutal civil war.
Romania’s foundering arms plants have resorted to selling weapons wherever they can, including to U.N.-embargoed nations. In 1998, Romanian rocket components slipped into Iraq. Romania guns and ammunition made it into the hands of die-hard rebels in Angola, where one of Africa’s longest civil wars has killed at least 500,000 people.

Illicit trafficking incidents include:
-An Israeli arms firm bought 2,000 Kalashnikovs and pistols from the state-owned Romanian arms brokerage firm Romtehnica for export to Togo.   Three years later, Romania exported a larger shipment of weaponry to Togo, including 40 RPG launchers and vast amounts of ammunition.   In both cases the deliveries were labeled as “technical equipment” and the end-user certificates were falsified.   In a direct violation of United Nations sanctions, the final destination of the arms appears to have been UNITA rebels in Angola. President Eyadema of Togo became UNITA’s primary supplier of arms.   Togo provided end-user certificates to UNITA and kept 20% of each arms shipment as payment.
- - Romanian arms manufacturing company Cugir SA allegedly shipped 20,000 AKM-47s to Uganda via an arms broker in Slovakia.   From Uganda, the weapons made their way to rebel forces in the Congo. (11)
-A division of the Police General Inspectorate (IGP) sold upwards of 900 weapons, including several thousand cartridges, from its stores of confiscated weapons.   The over 500 customers, who included many Interior Ministry employees, military officers, and Mafia members with police connections, bought, for the most part, hunting rifles and pistols.   The weapons were sold for a fraction of their true value, and, in a number of cases, sales taxes were not paid.

All firearms and munitions manufactured in or exported by Romania must be marked with a serial number.   Romania produces a variety of weapons, including: pistols/revolvers, rifles/carbines, submachine guns, light/heavy machine guns, grenades, grenade launchers, mortars less than 100mm, munitions, explosives, rockets/projectiles and landmines.   The arms manufacturing companies in Romania are: Arsenalul Armateira, Electromecanica Ploiesti, RATMIL, Romarm, Societatea Comerciala Rompiro SA – Orastie, Uzina Chimica Victoria, Uzina de Produse Speciale Fagaras, Uzina Mecanica Sadu – Gorj, Uzina Mecanica Dragomiresti and Cugir SA.
Import and Export:   A licence is required to import or export firearms or munitions.   The applicant must submit an International Import Certificate (IIC) or Non-transfer and End-Use Certificate (EUC).   The Inter-ministerial Council, which includes representatives from the National Agency for the Exports Control of Strategic Goods and for the Prohibition of Chemical Weapons (ANCESIAC), was established to assess such licence applications.   ANCESIAC is the National Export Control Authority, and the final decision on the approval of an import/export application rests with its President. Despite Romania’s strict import and export licensing procedures, the country has been known to engage in arms transfers to insurgent groups and rogue states.   Romania has sold weapons to India, Iraq, Liberia, Northern Ireland, Pakistan and Rwanda.   Romania exported arms to UNITA rebels in Angola via Togo and Burkina Faso, in violation of UN sanctions.   A number of Romania’s controversial deals have been transactions with legitimate end-user countries which are known to redirect weapons deliveries to militant groups or countries under a UN embargo.

In 2001, UzinExport livra catre Irak curele pentru centrifuge cu magneti (V-belt), folosite la echipamentele pentru imbogatirea uraniului, in valoare de 4 milioane de dolari.

On February 6, two representatives from the infamous Colombian left-wing paramilitary and drug-trafficking group FARC arrived at a palatial Renaissance estate in Marbella, Spain.
Their host, a 62-year-old Syrian named Monzer al-Kassar, a/k/a the “Prince of Marbella,” has been known to entertain visitors with lamb and dolmas beneath murals of turbaned African servants. But they hadn’t come for the cuisine. They were there to talk about killing Americans. 
For 30 years, Monzer al-Kassar has been linked to some of history’s most notorious international arms deals and terrorist atrocities. He has been accused of aiding in the attempted assassination of an Israeli spy; supplying the weapons used in the 1985 hijacking of the Achille Lauro luxury liner; and seeding the Somali and Bosnian civil wars with countless Romanian AK-47s and rocket-propelled grenades. Swiss and Spanish officials have repeatedly tried to prosecute him for murder and money laundering, and a small group of private investigators, in conjunction with the United Nations and such groups as Human Rights Watch, have worked to expose his international network of offshore companies, crooked port officials, and Romanian arms manufacturers. Each time, Kassar beat the rap and returned to his hacienda on the Spanish coast.
This time, he had another deal in the works. Kassar and his associate, Tareq Mousa al-Ghazi, sat down with the FARC representatives, and the four men talked money and guns. The FARC has earned a reputation for shooting at planes fumigating their coca crops, murdering and kidnapping American nationals, and bombing a Bogotá restaurant patronized by Americans as payback for the government’s campaign to shut down their cocaine trade. Now, the FARC officials said, they needed fresh supplies from Romarm : 7,900 assault rifles; fifty Dragunov sniper rifles; two million rounds of ammunition; 120 rocket- propelled grenade launchers.
Kassar allegedly promised that “his fight was also with the United States,” and got on the phone to secure a few price quotes from contacts in Romania and Yugoslavia. For the cost of up to $8 million, Kassar said, he’d even throw in a small army of mercenaries and train the FARC in how to build improvised explosive devices.
But what Kassar didn’t realize was that the men he was talking to weren’t from the FARC at all. They were confidential informants, secretly working for the Manhattan U.S. Attorney’s office and New York officials with the Drug Enforcement Administration.
The day after their meeting, the phony FARC agents gave Kassar bogus “end-user certificates,” which Kassar could supposedly use to get his weapons out of their original port Constanta in Eastern Europe. In return, Kassar offered to sell tons of C-4 explosives that could be used in roadside bombs. On March 27, the supposed FARC agents returned to the Marbella palace, where Kassar upped the ante, offering to sell them 15 surface-to-air missile systems for use against American helicopters. When the meeting was over, another Kassar employee drove the “FARC” men to an Internet café, where they electronically transferred $100,000 from DEA-controlled bank accounts in New York to a Spanish bank as a down payment.
For the next few weeks, the U.S. Attorney’s proxies continued to build on the ruse. They met the captain of the boat that would ship the weapons. They discussed flight plans for explosive experts to travel to Colombia and train guerrillas to use the C-4. They obtained the numbers of new bank accounts in Spain and Lebanon. Kassar allegedly offered to give his customers a tour to inspect the weapons at Cugir- Romania.
On June 7, U.S. Attorney Michael Garcia and his associate Boyd Johnson sprang the trap. Spanish national police arrested Kassar at the Madrid Barajas international airport.
At a press conference in New York the day after the arrest, Garcia acknowledged that the whole thing had been a setup from the start. “It is important to note that for Kassar and his co-defendants, the arms deal was absolutely real,” he said. “They demonstrated both their willingness to support a terrorist organization as well as their capacity for doing so. They knew the Eastern-European weapons made in Romania ( Romarm- Cugir ) they agreed to sell were destined for a terrorist organization. They knew the arms were going to be used to kill Americans.

FLOTA AERIANA A MAFIEI ROMANE
(COMANDANT TRAIAN BASESCU)
Rusul Victor Bout, poreclit şi “Comerciantul Morţii”, era considerat de unul dintre cei mai importanţi dealeri de arme din lume. A vândut armament romanesc fabricat de stat, grupărilor teroriste din toată lumea, din Afganistan până în Columbia. O bună parte din timp, Victor Bout şi-o petrecea în România, la Bucureşti. Avea sediile a două companii de transport aerian chiar în cartierul Băneasa, iar echipaje româneşti au transportat arme în zone de conflict ale continentului negru.”Comerciantul Morţii” schimba armamentul pe diamante, acestea fiind apoi prelucrate în Europa. “Lordul Războiului” a cumpărat şi avioane româneşti, cu ajutorul cărora transporta arme. Le-a cumpărat la preţ de nimic de la statul român. Cel puţin un avion de pe lista neagră a cărăuşiei cu arme a fost ţinut timp de trei ani în baza militară Otopeni. Asta deşi ONU interzicea oricărei ţări să facă afaceri cu el. Lucra în toată lumea, trăia pe picior mare, deşi erau unul dintre cei mai căutaţi furnizor de arme pentru terorişti. Singurul oras unde se simte in siguranta si aparea la lumina zilei era capitala Romaniei . A actionat in tandem cu Traian Basescu care a fost ministrul transporturilor iar apoi Presedintele Romaniei. O MARE PARTE DIN AVIOANE DIN FLOTA LUI VICTOR BOUT PROVIN DIN ROMANIA. Iliuşin-uri-18, Antonov-uri 24, Boeing-uri 707, Tupolev 154 şi BAC-uri 1-11 au fost vandute sau facute cadou la pretul unui jeep cu acordul si semnatura lui Traian Basescu -ministrul transportului.
Între 2001 şi 2004, echipaje româneşti au zburat în Africa pentru compania Jetline. În documentele ONU se afirmă că această companie şi echipajele româneşti au transportat arme în zone de conflict ale continentului negru. Iar aceste informaţii despre cărăuşia cu arme in specia Made in ROMANIA ,spre mai multe state africane sunt confirmate, sub protecţia anonimatului, de o sursă care a participat la aceste acţiuni în Africa.
Zeci de români, personal navigant şi tehnic al companiei militare româneşti ROMAVIA au deservit avioanele BAC 1-11 cu indicativele P4-JLB, P4-CBH, VP-BBA şi 3C-QRF şi un Boeing 727 cu înregistrarea P4-JLI.
Un document eliberat de Autoritatea Aeronautică din Aruba, locul unde majoritatea avioanelor erau înregistrate, demonstrează clar că piloţii români lucrau pentru Jetline Internaţional, companie condusă de Mohamed Hijazi, un libanez influent cu multe conexiuni în Africa.
În Uniunea Europeană, activitatea companiei Jetline Incorporated este strict interzisă, dar Autoritatea Aeronautică Civilă a autorizat MIA Airlines să desfăşoare activităţi în România cu patru aeronave ale acestei companii. În realitate, compania se folosea de şapte avioane chiar sub nasul acestei instituţii, al cărei sediu se află la câteva zeci de metri de cel al MIA Airlines.
Această flotă a adus patronilor sume mari de bani din zborurile făcute în Africa, Orientul Mijlociu şi spaţiul ex-sovietic. Oficial, cifra de afaceri anuală MIA Airlines este în jur de 100.000 de euro, adică echivalentul a cam două curse complete. În realitate, cifra de afaceri este de ordinul zecilor de milioane de euro şi statul român s-a ales cu o gaură imensă.
Avionul-problemă 3C-QRF a fost importat de MIA Airlines in anul 2006, pentru dezmembrare şi suma declarată a fost de 40.000 de dolari. Realitatea este însă alta. “Nici această aeronavă nu a fost înregistrată în evidenţele contabile. De menţionat la acest punct că o aeronavă BAC 1-11 costă între 2 şi 5 milioane de dolari”.
Angajaţii primeau oficial un salariu în jur de 900 RON, însă în realitate s-a descoperit că un pilot câştiga mult mai mult. Nici sutele de curse externe, în valoare de milioane de euro, nu erau înregistrate în scriptele companiei, în final gaura dată de patronii MIA Airlines fiind una uriaşă.
Legăturile lui Victor Bout cu Traian Basescu nu se opresc însă aici. August 2003. În Baza militară de la Otopeni soseşte aeronava BAC 1-11 cu înmatricularea VP-CLM a insulelor Cayman. Scaune de piele, configuraţie VIP. Lux într-un avion al morţii! Avionul a fost a lui unui colaborator al rusului, Minin, şi cu el au fost duse în Sierra Leone mari cantităţi de arme şi muniţie care au alimentat sângerosul război civil din această ţară.
Inspectorii ONU au fotografiat avionul. Imaginile sunt şocante: lăzi cu arme zac pe elegantele fotolii din piele! Probele erau evidente: fişele cu zborurile avioanelor, certificate de utilizator final false, oferte de armament şi corespondenţa secretă a traficanţilor.
Trei ani aeronava morţii a stat într-o bază militară românească, în curtea ROMAVIA, companie a Ministerului Apărării care asigură zborurile demnitarilor români. Inclusiv pe cele ale preşedintelui ţării. Avionul ar fi trebuit confiscat încă de la aterizare. Nu s-a întamplat aşa ceva.
BAC-ul a trecut în proprietatea lui Victor Bout.
O altă aeronavă a morţii, un BAC 1-11 cu înmatricularea din Guineea Ecuatorială 3C-QRF, este descoperită pe aeroportul Băneasa în 2006. Aeronava apare în documentele ONU datorită implicării în traficul cu arme în Congo. Proprietate a companiei Jetline, BAC-ul era folosit de o companie autohtonă, MIA Airlines, MIA Airlines, companie privată care oferă servicii VIP, are sediul într-un apartament de bloc din Băneasa. Avioanele stau la ROMAERO, în hangarul 7. Aeronavele pe care le operează firma românească aparţin companiei Jetline Incorporated.
“Iliusin” din Romania lui Basescu vandute contrabandistilor.
Potrivit unui raport facut de Information Service, dat publicitatii in 2001, in flota aeriana a lui Viktor Bout se gasesc doua avioane “Iliusin 18V”, cumparate de la compania romana Tarom. Cele doua avioane au indicativele “YR-IME” si “YR-IMD” si au ajuns de la Tarom in flota “Air Cess Liberia”, una dintre companiile prin care Bout este suspectat ca a facut trafic de armament. Primul “Iliusin” a ajuns, ulterior, cu indicativul “EL-AHO”, in flota unei alte companii controlate de Bout, “Santa Cruz Imperial” Liberia. Al doilea avion de la Tarom a ajuns, prin “Air Cess Liberia”, la “Santa Cruz Imperial”, sub indicativul “EL-ADY”, si apoi la “Star Airlines” din Sharjah, cu indicativul “EX-7504”. Schimbarea indicativelor avioanelor era unul dintre modurile prin care autoritatile pierdeau urma aeronavelor care transportau armament.
Alte Iliuşin 18 sau Antonovuri 24 care au aparţinut TAROM au ajuns la unele companii obscure din Emiratele Arabe Unite sau state ex-sovietice, precum Tretyakovo sau Berkut Air din Kazahstan, Altyn Air, Aerovias cu baza în Sharjah, Air West Cargo şi lista continuă.
Tot TAROM a vândut două avioane cargo Boeing 707, avion similar cu cel folosit de preşedintele României, cu câte 300 de mii de dolari bucata. YR-ABC şi YR-ABA au ajuns tot la nişte companii obscure, South-Asian Airlines şi Cargo Plus Aviation din Emirate. YR-ABC i-a fost schimbată înregistrarea în 9G-IRL, fiind surprins pe Otopeni Militar în septembrie 2003 cu noua înfăţişare. Imensul Boeing s-a prăbuşit acum doi ani în Lacul Victoria, în apropiere de aeroportul Entebbe, în timpul unei curse Addis-Abeba – Togo.
Ultimele două avioane vândute de compania naţională sunt BAC-uri 1-11, cu înmatriculările YR-BCJ şi YR-BRC. Au fost vândute la pachet cu 120.000 de dolari, avioane similare fiind scoase la vânzare de alţi operatori cu sute de mii sau chiar milioane de dolari. Ele au ajuns la o altă companie din Emiratele Arabe Unite, Aquiline International Company, cunoscută şi ca Trast Aero, cu birouri în Sharjah, Moscova şi Brazzaville, Congo.
Compania lui Victor Bout in Romania se numeste “Flying Dolphin” (prin filiala sa, “Flying Dolphin Romania” SRL) . Avioanel companiei printre care un Boeing 707 sunt reparate sau contrlolate regulat de Tarom la Baneasa.
Directorul adjunct al Aeroportului Otopeni Valentin Vasilescu spune in ziarul britanic Standard Today :Bout business was to illegal transfer of Romanian Governement weapons loaded on Bucharest-Otopeni military apron for almost HUNDRED flights with destination DR Congo, Angola, Iran, Liberia, Sudan, Rwanda, Uganda etc……… Bout airplane registred in Moldova ER-75929 operated 73 flights of Romanian build smuglling weapons for Africa at military apron of Otopeni-Bucharest airport under Air Acvila ( RRM code ), a Romanian Department of Defense company.”
Vasilescu a inregistrat in secret pe Presedintele Romaniei confirmand ca acesta avea cunostinta de uriasul trafic ilegal de arme. Caseta a fost predata statiei de TV Antena 3.

Rachete antitanc romanesti se numara printre armele din depozite secrete ale miscarii marxiste columbiene de gherila FARC (Fortele Revolutionare din Columbia) descoperite de armata columbiana, se arata intr-un raport al Grupului de analiza antiterorista Giat de la Bogota. 
Serviciile de informatii columbiene au avertizat cu privire la interesul liderilor FARC pentru achizitionarea de armament de ultima generatie, in special rachete sol-aer IGLA-S24 fabricate in Romania. Transportul rachetelor romanesti a fost facut cu avioane provenite din Romania si asigurata de piloti romani.
Cel mai marei de armament din lume, poreclit “comerciantul morţii”, Viktor Bout, a fost nu demult arestat de DEA american, în Thailanda
Mandatul internaţional de arestare, pus în aplicare de americani, ieri, în capitala Thailandei, este emis cu acuzaţia că Bout a încălcat embargourile ONU privind comerţul cu armament din mai multe ţări si transport de rachete pentru rebelii columbieni. Este de asteptat un nou mandat de arestare pe numele Traian Basescu.
