Documente oficiale, publicate pe site-ul Grupului de Investigatii Politice, se constituie in probe certe, in acest sens

 

Foto-Traian-Basescu-si-Vasile-BlagaDaca dezvaluirile publicate, pana acum, de diferite ziare, au putut fi puse in paranteza, daca si dezvaluirile mele, din ziarul “Ziua”, de pe acest site si de la posturile de televiziune au putut fi puse intre paranteze, daca tot intre paranteze incearca sa fie pusa si cartea scrisa de Ciprian Nastasiu – care, in definitiv, a fost procuror de caz – si de Victor Gaetan – publicist din Washington, fost lector universitar la Columbia University si fost membru al staff-ului Congresului Statelor Unite -, iata ca acum nu mai e loc pentru paranteze. Grupul de Investigatii Politice, condus de Mugur Ciuvica, publica, pur si simplu, documente oficiale. Care demonstreaza ca cel putin doua persoane, care primeau rapoarte zilnice – Vasile Blaga, in calitate de ministru de Interne si Traian Basescu, in calitate de Presedinte al statului si de presedinte CSAT – au fost informate in detaliu cu privire la pregatirile vizand extragerea din Romania a lui Omar Hayssam. Cele negociate cu “Profesorul”. “Profesorul”, despre care Nastasiu se jura ca este Traian Basescu. Postez integral aceasta noua dezvaluire, care deschide un caz despre care, evident, va trebui sa se vorbeasca mult, pana la rezolvarea lui deplina, si dupa incheierea alegerilor prezidentiale. Indiferent cine castiga.

It was not very difficult to see Mr Bout; according to the rules of the Bangkok Central Prison, anyone who is willing, may have a half-an-hour meeting with a prisoner. It’s only up to the prisoner if he or she is willing to have the appointment.
Still, unexpectedly for me, Bout agreed to see me. I was invited to a crowded waiting hall. Every half-an-hour an attendant announces times for the meetings. Viktor Bout was brought into the meeting room .We started the conversation.

What happened in Thailand is a result of an old story .I was a translator. I accompanied firm’s representatives on firm’s business. In the late 1991 I decided to leave and to start my own business. I decided to become an air shipping broker.
Mostly it was charter flights. ………….We did hundreds flights under a contract …………………….Also did some shipping from Romania to Angola, for the Angolan government, also flew from Bulgaria.
How many airplanes did you have?
Is nonsense to say that I had 60 airplanes.
In good times I had up to 21 aircraft including An-28 and helicopters.
What assignments did you have?
We had many orders. For instance, we had the lawful government of Afghanistan as our customer – before Taliban We had contracts with the Congolese government, shipped goods from East Europe for them. They had their own Il-76, we did the maintenance and provided the crew. We had orders from Angola, Luanda governments. We actively worked with the Libyans, we provided airplanes to them, repaired some equipment.
What orders,you had from the Angolan government?
For instance we e did flights from Kurgan to Luanda, , from Bucharest, from Burgos for the Luanda government.
So, you are saying you did nothing unlawful?
I was just doing my job. I wasn’t interested what I am shipping and for what. I got orders and processed everything legally. If there are any problems about the items, then why don’t they get those who ordered them and who supplied them? For instance Romarm etc Nobody has any problem with senders and recipients; they are all just pointing at me.
Did you ship weapons? Were those shipments legal?
Legal, of course.I am a shipper. I get an order, I get paid. I send a request, get an approval, instruct my crew, the crew comes in, loads the aircraft, gets the shipping papers, clears customs. All these tales about illegal flights are not supported with anything. I am sorry, everyone in the transport business ships weapons if it is not an illegal cargo, if the papers meet all regulations. We had contracts with Russians and Romanians, companies. We did more than 100 flights under a contract with the Angolan government.

In August 1995, Hussein Kamel, son-in-law to Iraqi President Saddam Hussein, defected from Iraq and alerted UN Special Commission on Iraq (UNSCOM) that secret documents were hidden at a Baghdad chicken farm. One of the documents stated that after the 1991 Gulf War, Iraq sough to build a longer-range ballistic missile from the short-range al Samoud missile. To achieve longer ranges, the missile needed increased fuel capacity and a more sophisticated guidance system. 

According to the „chicken farm documents,” in March 1995, Iraq secretly ordered advanced missile guidance systems that the Romanian company Aerofina agreed to sell. It was at this point that UNSCOM, realizing it needed help to find „concrete proof,” consulted an Israeli intelligence agency known as Task Force Green, headed by General Yaahov Amidor. „Operation Teacup” was approved by former UNSCOM Executive Chairman Rolf Ekeus and UNSCOM officials, working with Israeli intelligence, began to track down information about the gyroscope purchase. Within two months of the creation of „Operation Teacup,” former UNSCOM inspector Scott Ritter, acting on a tip from Israeli intelligence, intercepted gyroscopes with „Cyrillic markings” in Jordan bound for Iraq. Of the 60 ordered gyroscopes, 30 were intercepted by UNSCOM and 30 are still unaccounted for. 
The Romanian government was informed of the chicken farm document as well as intelligence surfacing about the March 1995 gyroscope purchase. UNSCOM learned that Iraq had proposed more shipments of missile technology from Romania. UNSCOM chairman Richard Butler approved a new Operation Teacup, which would involve Israeli and US. he Romanian Foreign Ministry denied the allegations, stating that „Romania strictly respects the relevant arms embargo resolutions by the United Nations Security Council against Iraq and is dedicated to prevent any attempt to violate the resolutions.”[1] The Romanian Foreign Ministry also denied any knowledge of a visit by Iraqi officials in May 19998 to try to buy missile guidance systems.[2] The manager of Aerofina SA, also denied that the company ever negotiated with Iraq to deliver missile technology.[3]
Said Ritter, „We caught them red-handed.” According to Ritter, the evidence from this surveillance was never made public as it would have „torn down all the foundations of support that had been build by Iraq with the Security Council…” and „…exposed and put at risk capabilities which governments did not want to put at risk.” 

Said Ritter, „We had the proof. We couldn’t present it.”

Report: Iraq sought prohibited weaponry
Despite years of claims it has ended all programs to build weapons of mass destruction, Iraq made a bid to acquire prohibited missile technology last May, CNN reported Sunday.
In its program NewsStand, produced with Time magazine, CNN said Iraqi missile experts, escorted by Iraqi secret police, went to the Romanian capital Bucharest to negotiate the purchase of guidance equipment for long-range missiles.
Iraq is required to eliminate its long-range missiles and chemical, biological and nuclear weapons under resolutions by the U.N. Security Council adopted after the 1991 Gulf War that ended Iraq’s occupation of Kuwait.
The CNN report quoted unnamed sources and Scott Ritter, an American ex-Marine who resigned as a U.N. arms inspector in August who complained the U.S. government was undermining the search for Iraq’s forbidden weapons.
Iraq has insisted since the early 1990s that it has destroyed all its prohibited weapons. Tough U.N. trade sanctions, imposed after Iraq’s 1990 invasion of Kuwait, cannot be lifted until U.N. inspectors certify that its weaponry has been destroyed.
According to the program’s transcript, the Iraqi purchase in Bucharest was blocked because spy agencies from the United States, Romania and Israel uncovered the potential deal and monitored the Iraqis’ two-week visit.
”We had the goods on the Iraqis. … We caught them red-handed,” Ritter told NewsStand.
Ritter, who earlier had disclosed U.N. arms inspectors’ dealings with Israel’s Mossad spy agency and the CIA, expressed disappointment the Romanian operation had remained secret.
”We could not present to the Security Council the most compelling evidence” of Iraqi non-compliance with U.N. resolutions, Ritter said.
He said revealing the information would have opened up ”the sources and methods used to collect it … which governments did not want to put at risk.”
According to NewsStand, agents learned of the plans for the Romanian visit from an Iraqi engineer who defected. They also had documents found at the farm of Lt. Gen. Hussein Kamel al-Majid, Iraqi leader Saddam Hussein’s son-in-law.
Iraq allowed inspection of al-Majid’s chicken farm after he defected in 1995; he later returned to Iraq and was killed. Among the documents from his farm was a previous contract for missile equipment with the state-run Romanian company Aerofina.

The inspectors were in for a big surprise. They uncovered a complex of secret sites in which virtually every kind of weaponry of mass destruction was being fabricated. Iraq had purchased giant magnets and centrifuges for enriching uranium, had imported components to enhance the range of Scud missiles purchased from the Soviet Union, had bought plants for producing chemical and biological agents, and had actually loaded those agents into warheads.
While Iraqi delegations were signing contracts in Ukraine, they were also signing them in Romania, in some cases for similar equipment. The main place of interest in Romania was Aerofina, a military firm that Iraqis had visited even before the Gulf war. In February 1994, a group of missile experts returned to Aerofina to ask for help with liquid-fueled missiles. This trip led to still further visits; in January 1995, experts from the Ibn Al Haytham and Al Karama missile sites signed a contract with Aerofina for 250 sets of missile-engine parts that Iraq could not produce itself.
This was, of course, egregiously contrary to the UN embargo. Aerofina nevertheless agreed to provide the special valves, sealing rings, needles, and O-rings that Iraq needed. Some of these parts arrived in Iraq around September 1995, intended for a regulator, the part of a missile engine that maintains thrust.
As in Ukraine, the Iraqis were also looking for missile-guidance components. For $1.16 million, Aerofina agreed in July 1995 to supply twenty sample gyroscopes; also included were the tools and equipment needed to produce them, and the equipment needed to test them. Earlier in 1995, Romania’s Industrial Group of the Army similarly agreed to help Iraq develop the propellant for a solid-fueled missile.
n addition to these contracts, the Iraqis managed to get other Romanian firms to sign protocols for an even broader range of assistance. Thus, in March 1995, the company GIA-RA agreed to provide 100 complete missile engines. Another firm, Romtechnica, undertook to provide engine-testing facilities, while a third, Turbomechanica, agreed to sell injectors and turbopumps.
ut they do know one other thing for sure: a considerable number of Romanian firms stood ready to violate the UN embargo. And it seems they still are. In February, a delegation of Romanian parliamentarians reportedly met with members of the Iraqi secret service to negotiate arms deals. The trip was apparently authorized by a Romanian party leader whose brother, a former Romtechnica employee, has been linked to shady arms deals in the past.

-Aerofina signs the 2 October 1994 contract with Modern Technology for liquid propellant engine valves. Razooki Mowaffak states that Modern Technology signs the contract when the Iraqi delegation is in Jordan on its way to Romania.
-Romanian company Aerofina offers Iraq a centrifugal die casting machine and proposes a spring testing machine.
-Razooki Mowaffak and Modher Al-Sadiq discuss a protocol with two Romanian companies GIA-RA and Romtechnica based on the August 1994 „Baghdad agreement.” Mindruta Mircea and Apostol Dorin represent GIA-RA and Chelu Marian represents Romtechnica. Mowaffak and Modher visit GIA-RA factories and hold technical discussions with GIA-RA. Romania agrees to offer a feasibility study and J-V project in 60 days as well as technical assistance. Romania is to offer test benches for liquid propellant engine subsystems and supply 100 pieces of the afore-mentioned subsystems within 30 days.
-A Romanian company Aerofina provides the second offer on a spring testing machine. It also provides offers on electrical standard parts and a gyro ball bearing tester. [NOTE: The gyro ball bearing tester is offered based on agreement in Bucharest.] 
-Aerofina provides initial specs for roll, pitch, and yaw gyros. It also proposes a rotary table.
-The Romanian company Romtechnica attempts to provide Iraq with engine-testing facilities.
-Ibn Al-Haytham signs a protocol on the request for offer for injectors with two Romanian companies Turbomecanica and Romtechnica. Dr. Karim Ahmed (Ahmad Hassan) signs for Ibn Al-Haytham. Turbomecanica and Romtechnica are to submit an offer for disassembled parts for a fuel/oxygen injector, and bi-injector including tools, jigs, and fixtures. They are also to offer production technology for valves plunger, needle, and piston, test benches for air reducer valve and a supply of fuel/oxygen start valves (200 pieces)
-Ibn Al-Haytham signs a protocol on the request for offer for a turbo pump with two Romanian companies Turbomecanica and Romtechnica. Dr. Karim Ahmed signs it for Ibn Al-Haytham. Regarding the meeting in Baghdad on 28 February 1995, Turbotecnica and Romtechnica are to offer disc (250 pieces) OR blade (25,000 pieces); TP test bench; ball bearings. [NOTE: Iraq made a similar request to Ukraine on 26 April 1995 but some quantities are different). Iraq receives an incomplete offer, date unknown, kY-01 (from T/R or other group?). Iraq asks for turbine blade and additional information on turbine disc, TP test, and bearings.
-Two Romanian companies Hidrojet and Romtechnica sign a protocol with Ibn Al-Haytham on the request for offers for injectors and turbo pump. Iraq made the same request with Turbomecanica and Romtechnica.
-Ibn Al-Haytham and GIA-RA sign a protocol for complete missile engines. GIA-RA offers two types of missile engines that Modher Al-Sadiq observed when he visited Ploiesti missile engine production factories from 4-17 January 1995. Iraq is to choose one type. GIA-RA agrees to provide 100 units of missile engines. Iraq provides overall design specifications for Ibn Al Haytham’s Ababil-100. Ibn Al-Haytham and GIA-RA also sign a protocol regarding the 16 February offer for steel. Ibn Al-Haytham requests a fifty percent reduction in the price of the first offer. 
[NOTE: This protocol is conditionally linked to the 6 March 1995 contract with GIA-RA for testing facilities for engine subgroups: turbo pump, valves, start chamber (test benches first, followed by implementation of engine contract).]
-Romania’s Industrial Group of the Army agrees to help Iraq develop propellant for a solid-fueled missile for $1.36 million.

-Dr. Karim from Contracting Investment Bureau (CIB) of Ministry of Industrial Commission (MIC), Romtechnica, and GIA-RA sign a contract for pumps and a request for offer on test benches in Baghdad. [NOTE: Hussein Kamel created CIB in MIC. CIB basically serves as an administrative office for smuggling activities that he controlled. It consists of Ministry staff. They supervise six to seven front companies, which are probably involved in some proliferation-related imports] These companies are to supply 100 pieces of V-750 (&V-755) pump ($231,000) and offer for test bench: afore-mentioned pumps, regulating valve, reducer, injectors and injection head, start chamber, gas generator, start valve, shut-off valve. Contract is to come into effect when Iraqi receives technical specs on pumps and a price list on test benches

-UN and US officials accuse Iraq of covertly purchasing missile components from companies in Russia and Europe via a sophisticated network of „purchasing agents and dummy companies.” Those components include accelerometers and gyroscopes, special metals and machine tools, and a French-supplied furnace worth more than $1 million which is capable of manufacturing missile engine parts. According to Rolf Ekeus, Iraq has also lied about indigenously manufacturing certain missile-associated materials that it had imported. Ekeus asserts that Baghdad has placed orders for other missile-related „technologies, supplies, and material.” UN officials assert that Iraq does not appear to have assembled any new Scud ballistic missiles, but has stockpiled and concealed materials, possibly to manufacture them in the future.

According to a high-level official of the former Iraqi regime, trade between Iraq and Romania flourished during the Ceauscescu era (1965 to 989). The IIS had an active presence in Romania throughout this period and MIC engineers were active in procurement programs directed from the Iraqi Embassy in Bucharest.
• In the mid-1990s, reporting indicated that the Iraqi MFA and MIC were both interested in changes to Romanian export controls over nuclear, biological, and chemical weapons and their associated technologies.
According to documents identified by UNSCOM in Operation Tea Cup, Iraq reestablished a procurement relationship with the Romanian firm Aerofina in February 1994. The Iraqis and Romanians conducted two to three delegation visits between Bucharest and Baghdad to discuss sending Romanian missile experts to Iraq to assist with design and guidance control problems in the Al Fat’h missile, later called the al Samud, and to obtain missile parts and related raw materials.
• By August 1994, several procurement contracts had reportedly been signed.
• In November 1995, the Iraqi’s sent a letter to Aerofina requesting that the missile repair part shipments be temporarily stopped due to concerns over the quality of the goods.
• As a result of UNSCOM’s operation (see inset), the Romanian Government acknowledged in 1998 that Aerofina sold Iraq weapons parts in 1994 via an intermediary company in Jordan.
According to a source with good access, a Romanian source provided analytical equipment and testing for SG-4 tank gyroscopes and gyroscopes intended for missile applications to Iraq in the late 1990s. This equipment may have been used to ascertain the quality of illicitly imported gyroscopes because Iraq could not manufacture them domestically. The name of the Romanian supplier was not specified.
In March 1998, Iraqi intelligence conducted an operation to smuggle weapons and military equipment from Romania in violation of UN sanctions, according to a reliable source. Walid al-Rawi, an IIS agent stationed in Romania, was sending pictures of tanks and military equipment available for sale from Romania back to Baghdad. An Iraqi diplomatic pouch was used to transfer the photographs. There is no further information concerning the type, number, or source of the conventional military goods purchased.
• Al-Rawi used Qatar and Dubai in the United Arab Emirates (UAE) as transshipment points for the illicit goods. Bribes were used to circumvent customs inspections at ports.
Al-Rawi obtained financing for the military goods by requesting money from Baghdad. If approved, the cash was reportedly sent to Romania via Geneva.

According to captured documents, Romania’s Uzinexport SA was contracting in October 2001 to provide Iraq withequipment, machinery and materials linked to a magnet production line for an Iraqi V-belt drive project. This company worked with a mix of Iraqi front companies and intermediaries that were representing the MIC, the Iraqi lead for the project. The magnets—assembled by the Iraqis with Romanian help—could have been suitable for systems used to spin gas centrifuge rotors for the enrichment of uranium. Although there is no evidence that the magnets were employed in the production of gas centrifuges, the capability to indigenously produce magnets would have allowed Iraq to maintain knowledge and skill-sets in this area.
The various front companies and trade intermediaries involved in the project included the Jordanian branch of the Iraqi firm Al-Sirat, the Jaber Ibn Hayan General Company, the Aa’ly El-Phrates company, and the Ali Al-Furat Trading Company. Jordan may have been used as a transshipment point for the magnet technology.
Captured documents indicate that the total sum of the contract awarded to Uzinexport for the V-belt project was $4,607,546. This was paid though a combination of cash, letters of credit, oil, and raw materials.
